Job Description


Title: Assistant Director of Facilities & Project Management

Location:Bronx NY

Salary Range:$100000 to $110000

FLSA Status: Exempt


Role Summary:

Reporting to the Director of Facilities the Assistant Director of Facilities & Project Management is a crucial member of the team responsible for strategically leading overseeing and executing all operational and facility management activities across NAICAs buildings. This position ensures that all facilities operations align with NAICAs mission and goals as well as comply with city state and federal regulations including adherence to regulations from oversight agencies such as OTDA DHS DOB DOHMH FDNY and Callahan mandates. Key responsibilities include developing and implementing staff training programs for documentation inspections and emergency readiness; managing facility-related projects and maintenance activities; and overseeing vendor relationships all while maintaining strict compliance with health and safety regulations to ensure a safe and secure environment.

Primary Job Responsibilities/Duties:

  • Lead Compliance: Serve as the lead compliance officer for operations and security across all NAICA facilities ensuring adherence to all regulatory requirements.
  • Regulatory Expertise: Maintain expert knowledge of regulatory requirements from agencies such as OTDA DHS DOB DOHMH FDNY and ensure readiness for inspections.
  • Compliance Implementation: Develop implement and regularly update facility compliance checklists logs and audit tools.
  • Internal Audits: Lead internal audits and walkthroughs to proactively identify and correct non-compliance issues.
  • Training & Development: Develop and lead agency-wide training on regulatory compliance incident response and safety procedures.
  • Documentation & Reporting: Support the Director in preparing and submitting compliance documentation for funding renewals and audits.
  • Vendor Liaison: Act as a liaison between senior leadership and vendors or landlords.
  • Facility Oversight: Oversee monthly inspections of all facilities including major repairs and violations and monitor facility performance.
  • Procedure Development: Develop and implement standard operating procedures for Building Technicians.
  • Maintenance Management: Schedule and manage routine maintenance and emergency repairs for all building systems.
  • Safety Compliance: Ensure all facilities comply with local state and federal safety regulations.
  • Vendor Management: Establish and maintain relationships with contractors negotiate contracts and monitor vendor performance.
  • Staff Supervision: Supervise and train facilities staff conduct performance evaluations and coordinate staff schedules.
  • Communication & Collaboration: Act as the primary point of contact for facility-related inquiries collaborate with other departments and prepare reports for senior management.

Physical Requirements:

  • Ability to sit for extended periods and perform repetitive tasks.
  • Must be able to lift and carry up to 20 pounds.
  • Must be able to travel to multiple NYC sites as needed.

Work Environment / Schedule Requirements:

  • This is a full-time exempt position. While standard business hours are Monday through Friday 9:00 AM to 5:00 PM exempt employees are expected to work the hours necessary to effectively fulfill the responsibilities of the position based on organizational needs deadlines or events.
  • Required to work in various environments including office settings industrial sites and construction zones. The role may require occasional evening or weekend work for emergency repairs or special projects.

Qualifications:

  • Must be able to read speak write and understand English for administrative purposes.
  • Must pass drug screening to be appointed.
  • This position may be subject to a series of investigations before and after appointment.
  • Associates degree in a related field or 10 years of supervisory experience in facility management preferably in a residential setting.
  • Strong knowledge of NYC and NYS regulatory frameworks (Callahan Consent Decree OTDA DHS FDNY DOB DOHMH).
  • Proven experience with DOB NOW HPD OATH ECB and FDNY.
  • Fire Safety Certification (F80 F02 P98 P95 S12 S13).
  • Excellent communication (verbal and written) and leadership skills.
  • Expert proficiency in MS Office Suite.
  • Strong analytical organizational problem-solving and conflict resolution skills.
  • Ability to implement and monitor policies and procedures.
  • Proficiency in data analysis and program evaluation.
  • Prior NAICA employment with a track record of above-average performance reviews. (Preferred)
