Position Summary The University of Southern Indiana is accepting applications forManager Housing and Residence Life Facility Operations. Reporting to the Assistant Director of Facilitys Operations and Planning this position collaborates with the USI Facilitys and Housing Departments to provide strategic leadership for planning improvements and upkeep of the Housing Complex to support the University of Southern Indianas mission vision and strategic plan. The Manager will provide leadership and direction in the administration and operation of the Housing Facilitys Operations organization facilities grounds and infrastructure. Collaborating with the Facilitys and Housing organizations the Manager shall implement practices and tactics that continuously improve the quality safety and cost effectiveness of all aspects of the organization the services they provide and operation of the campus facilities grounds and infrastructure. This role has leadership and oversight responsibility in the care of all facilities grounds and the utility and transportation infrastructure; Operations staff; minor capital project management; setting budgets and managing expenses; providing efficient utility services; and Operations contracted services.
Housing and Residence Life includes over 700000 square feet of facilities (including: four 200-bed residence halls 43 apartment buildings totaling 583 apartments and 3 office buildings) 400 acres and 1.5 million square feet of buildings. Housing and Residence Life Facilitys Operations includes units with responsibility for building maintenance grounds care and custodial services. |
Duties/Responsibilities - Provides leadership to and directly manages Housing and Residence Life Facility Operations. Develops and encourages a team culture with expectations of mutual respect professional growth excellent customer service accountability safe operations and high quality of work. Promotes efficient use of our natural and financial resources long and short-term planning and budgeting and preventive practices.
- Certifies Housing and Residence Life (HRL) facilities transportation surfaces and grounds are maintained at the expected level of quality operation and safety.
- Evaluates the Housing complexs needs continually to determine what services equipment and materials changes and improvements are necessary to meet expectations. Collaborates with Facilitys and Housing Administration to explain the needs and probable costs then prioritizes and seeks funding. For approved and funded projects submits project scope and preferred schedule to Facilitys Planning collaborates with Planning on schedule project scope and budget.
- Oversees Housing Facilitys Maintenance Custodial and Grounds Staff. Has direct responsibility for: enabling the success of Housing Facilitys Operations personnel; setting expectations of staff; ensuring Operations tasks practices and procedures enable these expectations to be met and are performed safely; providing qualified staff; defining staffing needs hiring determining need for and arranging for training; collaborates with Facilitys Administration and Human Resources to solve personnel issues; counsels and gives disciplinary actions as necessary; oversee and authorize timesheets vacation and time-off requests. Completes evaluations of direct reports. Updates job descriptions of all Facilitys staff. Trains Housing Facilitys Supervisor and Leads. Recruit select train and supervise student workers
- Assesses the capabilities of Housing and Campus Staff to determine services they can provide and those services vendors will need to supply Arranges training to improve the capabilities of the Housing Staff. Works in partnership with Campus Facilitys Operations for technical support and assistance.
- Appraises equipment parts and materials to determine needs for additional or different types to improve services provided by Housing Facilitys staff. Seeks to fulfill these needs as budget allows. Makes special requests beyond current budgeting capabilities.
- Directs and oversees all facility grounds and infrastructure immediate repair needs contractual services infrastructure and shorter-term construction projects. Including: repairs of and return to service of utility outages; damages caused by mother nature or infrastructure failures; renovation projects; repairs snow/ice removal; preventive maintenance mandatory inspections and tests and other facility operational services. Identifies qualified vendors as needed prepares project cost estimates and obtains quotes and bids for repairs as needed. Coordinates and monitors work and approve payments for work completed satisfactorily. Leads or participates in project progress meetings. Gathers and approves project closeout documents. Schedules and oversees warranty repairs.
- Assists Facilitys and Housing Administration with Financial manager responsibilities of approximately $2mil. in Facility Operations accounts $2.5mil in medium and small projects and $800000 in summer rehabilitation. Approves payments verifies expenditures of supply/ material orders and vendor expenses and monitors budget.
- Collaborates with Housing and FOP Leadership to continually develop a highly effective summer rehabilitation plan for student housing. This team evaluates effectiveness of previous years methods analyzes cost vs. effectiveness creates next years plan identifies and prioritizes renovations furniture replacement and other improvements to request approval for special funding. The Manager develops summer rehab staffing plan need for equipment supplies and parts and projected expenses. Facilitys Administration further evaluates suggests improvements and approves the plan.
- Ensure the quality completion of the Summer Rehab Program including but not limited to the following duties:
Coordinate the ordering of all materials needed for the summer rehab program. Assist the Human Resource Department with interviews of applicants. Coordinate with appropriate Housing and Residence Life staff to develop the Summer Rehab schedule. Coordinate the training of the key personnel for the Summer Rehab program. Responsible for a final inspection process which drastically minimizes issues during student move-in to Housing. Engages in a working communications relationship with vendors capable of providing quality services to HRL Facilitys. Evaluates and selects vendors for providing service work construction repairs etc. Sets expectations monitors work and progress.
- Identifies Housing furniture needs seeks funding and coordinates ordering and installation. Coordinate the donation of replaced furnishings with multiple non-profit organizations.
- Oversee the timely completion and quality control of the Housing and Residence Life work orders. Provide technical assistance to perform inspections and surveys to ensure a quality maintenance program in the Housing and Residence Life area.
- With the Housing Facilitys Supervisor coordinating and directing the Housing Summer Rehab Program May August and in the absence of the Housing Facilitys Supervisor the Manager directly manages the daily work of the Housing Facilitys Maintenance Grounds and Custodians.
- Assist the Campus Safety Coordinator with health or safety issues as needed in Housing and Residence Life.
- Perform duties necessary to educate Housing and Residence Life residents about their new home their responsibilities and what they should expect from Facilitys.
- Maintains working knowledge of all building safety fire and life safety codes and regulatory requirements and related changes applicable to facility plant and campus grounds management safety and construction.
- Seeks opportunities to learn of methods means and equipment improvements and changes in the facilitys operational and planning field. Maintain effective relationships with professional colleagues at similar institutions to keep abreast of market developments and best-practices. Attends conferences and seeks other educational opportunities.
- Work daily with computer based products such as e-mail Excel Word and Powerpoint.

Required Knowledge and Skills - Bachelors degree in Facilities Management Engineering Architecture Business or another related subject with two years experience in facility maintenance construction related trade custodial or grounds experience in large facility required. Related Masters degree a plus. High school diploma or equivalent with seven years experience in facility maintenance construction related trade custodial or grounds experience in large facility may be considered.
- Three years supervisory experience required.
- Experience must include management of facilities related projects of medium complexity. Must possess demonstrated ability to plan organize direct and implement minor capital projects of moderate complexity and cost; delivering them on time on budget and to the satisfaction of users.
- Thorough understanding of the operations of facilities maintenance construction custodial or grounds as it pertains to large buildings or acreage similar to USI.
- Requires knowledge of engineering and construction principles and practices budget and operational management for facility organizations customer relations personnel management or the legal and regulatory overlay pertinent to facility management and construction.
- Demonstrated ability interest and experience in seeking out and applying creative and innovative ways of delivering services and projects efficiently and in ways that add value and enhance safety is required.
- Must possess strong interpersonal and communication skills including skills in writing speaking and in data analysis and presentation.
- Collaborative team-oriented management style and effective relationship building skills are required.
- Must possess sufficient expertise in skilled trades and safety best practices for credibility with staff and vendors and for identification of improvement opportunities in staff selection training and performance as well as in contract execution by third parties.
- Valid drivers license required.

Regular Work Hours/Travel Requirements Standard work hours are Monday through Friday 8:00 a.m. to 4:30 p.m. Hours may vary during Summer Rehab. Occasional irregular hours may be required including: Receives calls occasionally 24/7 for facility related major problems in Housing. Must resolve the issue and sometimes be on campus for the resolution and providing customer service. Extreme weather issues including snow and ice require this position on campus to direct efforts for returning areas to normal service. |
