GENERAL DESCRIPTION:


Conduct surface discharge application reviews under the Wyoming Pollutant Discharge Elimination System (WYPDES) program; Draft renewed modified and new individual discharge permits temporary discharge authorizations and stormwater discharge authorizations. Maintain records associated with WYPDES and stormwater permit processing; gather analyze and present data related to effluent discharges; Assist in appropriate permit condition/effluent limit development. Provide industry outreach regarding updated permitting procedures discharge application submittals and appropriate fulfillment of permit conditions.

  • Write surface discharge permits for the Water Quality Division.
  • Review discharge applications for completeness and technical adequacy.
  • Contact permittees to request missing/inadequate items.
  • Calculate effluent limits using site-specific water quality data from various sources.
  • Draft permits and authorizations in accordance with state and federal regulations.
  • Participate in draft permit peer reviews to assure quality output.
  • Maintain records pertaining to discharge and/or stormwater permitting.
  • Respond to public comments received during draft permit public notices.
  • Ensure timely application and permit processing from start to finish.
  • Coordinate as needed with applicants other agencies and the public to address concerns and share information relating to discharge facilities and permits.
  • Compile report data as needed for permit workloads potential water quality impacts project geographic distribution etc. Possess a professional manner and appearance.

Qualifications

KNOWLEDGE:


  • Knowledge of basic chemistry and mass balance equations.
  • Knowledge of compiling and handling large data volumes for statistical analysis.
  • Knowledge of computer applications database management word processing spreadsheets and GIS applications.
  • Skilled in working with industry applicants local municipalities and various agencies.
  • Knowledge and ability to read research interpret and apply state and federal water quality regulations.
  • Possess technical writing skills.
  • Workload management skills with a focus on regulatory deadlines.
  • Knowledge of biological physical and chemical processes in surface water environments.
  • Ability to interpret and understand layout as presented in application plans.
  • Skill in making presentations and conducting outreach work for training purposes.


MINIMUM QUALIFICATIONS:

Education:
Bachelors (typically in The Sciences)
Experience:
0-3 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
OR
Education & ExperienceSubstitution:
4-6 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Specialist
