Primary Purpose of Position:

DNCR Human Resources Office is seeking a well-rounded Benefits Managerto join our team! The Benefits Managerserves as the subject matter expert on employee benefits leave and time administration for the Department of Natural and Cultural Resources. This position provides the agency management of and consultation on all Benefits program areas including the State Health NC Flex Benefits Short- and Long-Term Disability Retirement Family Medical Leave Time and Leave Administration Employee Appreciation Programs and Wellness.

This position reports to the Deputy HR Director for Total Rewards and is a member of the extended HR leadership team. The DNCR Benefits Manager serves as a liaison with the Office of State Human Resources the State Treasurers Office and others.

This position is eligible for a hybrid telework schedule which currently requires a minimum of 2 8-hour days on-site per week. Teleworking agreements will be under the conditions of the state Teleworking Program Policy and the employer may end any teleworking arrangement at any time in the employers sole discretion.

Key Responsibilities include but are not limited to:
  • Reviews interprets and administers the State benefits time and leave programs for DNCR.
  • Reviews audits and creates standard operating procedures designs curriculum and training for Division HR staff managers and employees.
  • Develops and implements a new employee orientation program for DNCR in partnership with agency and division leadership.
  • Creates and maintains the Benefits Information SharePoint Page.
  • Creates compiles and customizes monthly reports related to time leave benefits for HR DNCR Leadership and OSHR.
  • Reviews audits and analyzes data and information in the HRIS system for compliance.
  • Ensures that all LOA personnel actions are processed accurately and within required timeframes.
  • Coordinates with OSC/BEST Shared Services OSHR and others to troubleshoot and resolve complex issues and requests related to benefits time credible service payroll separations retirements State Health Plan etc.
  • Oversees annual Open Enrollment each year.
  • Ensures that Qualifying Life Events (QLE) are reviewed for compliance and approved timely.
  • Coaches and trains managers members of the HR team and employees on how to effectively and efficiently initiate and complete tasks in Fiori and other HR related systems regarding benefits leave and time.
  • Manages the Unemployment Insurance program for the agency.
  • Serves as a policy advisor/consultant to management staff and others for policy issues regarding benefits.
  • Participates in grievances dismissals administrative hearings which are related to Short/Long Term Disability programs and FMLA.
  • Manages and directs the work of two benefits professionals and provides instruction and training to Division HR staff.
Position/Physical Requirements:
  • Typical work schedule is Monday-Friday 8-5 with flexibility.
