It is an exciting time to join the City of Oakland and its new work underway! The Oakland Childrens Initiative under the City Administrators Office is seeking a highly skilled and equity focused Program Analyst II to support with the implementation of the Initiative. This position also serves as a liaison with the City of Oaklands Childrens Initiative Oversight Commission.

The Oakland Childrens Initiative (Measure AA) driven to the ballot by community advocacy and passed by Oakland voters in 2018 aims to expand access to high-quality early childhood education and provide college access support to children youth and families in the City. The Program Analyst II is a journey-level classification and under the direction of the Accountability Officer will perform professional research and analysis conduct program monitoring center community engagement and engage in report writing and overall support for the Oakland Childrens Initiative.

The ideal candidate will have an understanding of Measure AA The Oakland Childrens Initiative along with demonstrated experience supporting a board or commission within municipal government or similar organizational environments. Equally important they should bring a genuine commitment to serving children youth and this role the candidate will actively engage diverse community groups and adeptly support their participation across a range of settings


We are looking for someone who is/has:

  • Equity-Focused Framework Expertise: Strong understanding of whole child whole family and whole community frameworks with a commitment to advancing equity.
  • Research & Evaluation Experience: Proficient in conducting in-depth targeted social research; analyzing complex information; summarizing findings; and collaborating with the diverse communities of Oakland to develop actionable recommendations.
  • Organized & Results-Driven:Capable of balancing multiple priorities in a dynamic environment while delivering high-quality outcomes.
  • A Skilled Communicator & Relationship Builder: Proven ability to work effectively with diverse communities personalities with a wide variety of cultural and professional backgrounds and experiences and other stakeholders including governmental agencies community-based organizations and grassroots groups in Oaklands richly diverse environment.
  • Subject Matter Expertise: In depth experience in more than one of the following areas: early childhood education TK-12 Federal Head Start kindergarten readiness social work youth and family programs or community wealth-building initiatives involving public community-based and philanthropic partners.
  • Detail-Oriented: Skilled at maintaining accurate records and producing clear concise reports for public consumption.
  • Public Presentation Skills:Confident in presenting information both in writing and orally to public audiences including City Commissions departments and State agencies.
  • Independent & Proactive: Self-motivated and capable of working independently while taking initiative.
  • Bilingual:Proficiency in Spanish and/or Chinese is highly desirable.
What you will typically be responsible for:

  • Conducting Social Research Evaluation & Analysis: Leading internal and external research with communities with highest needs. Analyzing trends in early childhood education college access wealth-building and related fields to identify opportunities for community action and investment in collaboration with the evaluation partner.
  • Maintaining Documentation: Organizing and managing records manuals and other files in accordance with the Oakland Childrens Initiative ordinance and the Childrens Initiative Oversight Commission.
  • Engaging with Stakeholders:Holistically supporting the Childrens Initiative Oversight Commission collaborative partners and activities with City departments local communities and stakeholders at regional and state levels to advance the Initiatives goals.
  • Preparing Robust Reports & Communications: Collecting demographic and educational data from partners to produce reports memoranda and correspondence for key stakeholders on the Oakland Childrens Initiatives progress and impact.
  • Developing Annual Work Plans:Collaborating with the Accountability Officer evaluation partner and Oversight Commission to create work plans that identify short- and long-term goals address training data collection analysis policy development and advocacy and programmatic approaches to implementation.
  • Recommending Improvements: Using community and partner feedback to propose program or modifications to assure Initiative goal attainment high-quality implementation of services further enhancing and expanding access to quality education and assure contract adherence.
  • Supporting Communication Strategy Development:Supporting the development of social media messaging white papers data dashboards videos and/or other materials to effectively communicate Initiative progress.
  • Providing Technical Assistance: Offering guidance and resources to support community members and stakeholders interested in the Initiative.

Minimum Requirements for Application


Selective Certification (Childrens Initiatives Specialist):

This recruitment is being announced in accordance with Section 5.03 of the Civil Service Rules. The eligible list generated from this announcement will only be used to fill Program Analyst II positions specialized in Childrens Initiatives Specialist including full-time and permanent part-time positions if applicable and may be used to fill future vacancies with the same Selective Certification.

Any combination of education and experience that is equivalent to the following minimum qualifications is acceptable.
Education: Bachelors degree from an accredited college or university in early childhood childhood development business or public administration public policy social work urban planning government finance criminal justice or a related field.

Experience: Three years of program experience in education social work childrens/youth programs early childhood education school systems or the educational support systems or ecosystems that involve community based organizations philanthropy for-profit or non-profit organizations.

License or Certificate / Other Requirements:
Successful incumbents in this position are expected to operate automotive vehicles in the performance of assigned duties. Due to the nature of the assignment and the hours worked public transportation may not be a cost effective or efficient method for traveling to the various locations required. Individuals who are appointed to this position will be required to maintain a valid California Drivers License throughout the tenure of employment OR demonstrate the ability to travel to various locations in a timely manner as required in the performance of duties.

Desirable Qualifications
  • Bilingual skills especially in Spanish Cantonese and/or Mandarin.
  • Knowledge of project program and/or contracts management.
  • Knowledge of evaluation principles such as Results Based Accountability.

The Recruitment Process:



The City of Oakland works with a Civil Service system. Applicants apply online and HR staff reviews their experience education and training listed on the application against the minimum qualifications listed for each position.

Candidates who demonstrate that they meet the minimum qualification requirements are then invited to participate in an assessment process (or testing) to measure their knowledge skills and abilities in job-related areas.

Candidates who do not demonstrate that they meet the minimum qualification requirements will have an opportunity to request a final review. Candidates must request a final review within 5 business days of being notified that they did not meet the minimum qualifications.

In the final review candidates may clarify information already provided on their application. No additional work history education or certifications will be accepted. Any decisions made during this review process will be final.

For this recruitment all qualified applicants will be invited to the structured interview (sometimes referred to as an Oral Exam) (weighted 100%) which will be evaluated and rated by subject matter experts. The tentative date of the structured interview is the week of September 1 2025.

Candidates who pass each stage in the process will be placed on an eligible list. Some candidates may receive extra points for example if you are a Veteran with an honorable discharge or if you are a current City of Oakland resident. If youre applying to a restricted posting and you are eligible as a current City employee you may also receive additional points for your City service. Extra points are only applied to passing scores so if you do not pass every element of the testing process you cannot use extra points to pass.

Disaster Service Workers
