Programme Manager - Community Learning

1 year Fixed Term Contract

GradeConsultation grade - subject to formal evaluation under the Pay Equity Review

Working 36.5 hours per week

Birmingham Adult Education Service (BAES) the largest adult education provider in England is seeking a dynamic visionary and experienced Programme Manager to lead the delivery of an ambitious 1 million community growth and employability programmefocused on building sustainable change reducing economic inactivity and increasing lifelong learning and civic participation.

CLEIP (1m budget) is a distinct part of the overall BAES Community Learning component within the Adult Education Fund with learners captured on a different ILR code to Tailored Learning. CLEIP will be targeted to people classified as economically inactive and programmes will usually be co-designed with shorter but more intensive delivery. The 2025/26 academic year will be the launch of this innovative funding and the appointed manager will have the exciting opportunity to create and build the programme from the ground upwards with the support of colleagues from the largest local authority adult education provider in England that was awarded Outstanding by Ofsted for learner Behaviours and Attitudes. There is a possibility a permanent post will be advertised for 2026/27 academic year.

You will oversee a portfolio of six strategic hyper-local intervention strands including adult literacy and numeracy ESOL for employment childcare enterprise civic leadership volunteering and cross-community media. The role will require you to bring an entrepreneurial spirit a deep understanding of community engagement and a strong background in programme leadership within adult education community development or social impact initiatives.

Key Responsibilities:

Lead the overall design & delivery of the growth business case ensuring all intervention strands are effectively implemented to meet ambitious KPIs.

Line manage project leads tutors and community partners across multiple localities including Frankley Kingstanding Alum Rock Digbeth and Aston.

Foster partnerships with local grassroots organisations third sector partners and city stakeholders to drive engagement and embed the community-led model.

Oversee quality assurance compliance financial planning and longitudinal impact tracking.

Champion the integration of soft skills (the 7 Cs model) and digital literacy across all strands.

Report on progress risks and outcomes to Head of Faculty Community Learning & the BAES Senior Leadership Team and the WMCA.


Manage effectively capital staffing and revenue budgets.

Proven track record of managing large-scale community-focused education or development programmes with measurable outcomes.

Demonstrable expertise in curriculum planning post-19 funding and cross-sector collaboration within an Adult Education Budget.

Strong leadership and people management skills with the ability to build trust and motivate diverse teams.

Experience in strategic planning data-driven decision-making and programme evaluation.

Commitment to equity inclusion and empowerment in underserved communities.

Knowledge of Birminghams socio-economic landscape and lived experience of working in hyper-local settings.

Experience with enterprise development ESOL delivery or social impact media projects.
