Seattle Public Utilities (SPU) is seeking a Sr. Utility Rate Analyst (Senior Economist) to provide support for Wholesale Water and support for bonds and loans within the Rates & Financial Planning Team. This position is part of a team that reports to the Rates Manager in the Finance Division of SPUs Finance and Risk Services Branch.About Seattle Public Utilities:Seattle Public Utilities (SPU) is a community-centered utility that delivers vital services to Seattle residents and businesses including drinking water drainage and wastewater and garbage/recycling/compost. Job Responsibilities
- Work with the Principal Economist to implement Wholesale Customer contracts including rate studies and calculation of various charges
- Work with the joint Seattle-Customer Operating Board (OB) on various tasks such as presentation of rate studies and annual reconciliations of wholesale revenue versus costs
- Conduct in-depth analysis of accounting and budgetary data for use in rate studies and the annual reconciliation of revenue and costs
- Provide leadership to interdepartmental groups on Fund financial management rates and related issues
- Collect information from third parties and OB to develop recommendations on financial and rate setting policies
- Present analysis to SPU senior management interdepartmental teams advisory panels OB and elected officials
- Research and apply judgement to various issues and questions that arise from within SPU and Wholesale Customers which includes coordination with SPU teams across the Utility as well as being the lead on various policy-related topics.
- Manage Facilities Charges including overseeing ongoing reconciliation and communication with customers internal and external to SPU
- Coordinate with staff in SPU as well as in the Citys central finance departments the Citys external Financial Advisor and Bond Counsel to manage the Utilitys debt issuances and be the point of contact for questions regarding loans
- Work effectively within a multicultural workforce serving a diverse customer base

Education:Bachelors degree plus 1 year of graduate study in Economics Finance or related field with extensive coursework in economic and financial theory and analysis
Experience: Three (3) years professional experience in economic and financial research and analysis.
Education/Experience Equivalency:- The year of graduate study may be replaced by two years of related professional experience.
- Other combinations of education and experience will be evaluated on an individual basis for comparability.
- High level of competenceinMicrosoft Excel Word and PowerPoint.
- Demonstrated leadership skills including experience working collaboratively with cross-functional teams
- Excellent oral written and interpersonal communication skills
- Experience with forecasting budgeting modeling accounting treatments and financial performance measures
- Experience developing and applying a variety of analytic methods to different problems
- Experience working with elected officials and the general public with diverging opinions and viewpoints
- Experience with policy analysis and interpretation of legislation and/or regulations

Additional Information
Workplace Schedule/Environment:
- Hybrid schedule with remote work flexibility (minimum 3days/weekin-office). Individual schedules will be agreed upon by the employee and their supervisor.

The salary range for this position is $58.45 - $67.95 hourly
