Job Duties:

The Wisconsin State Laboratory of Hygiene (WSLH) is the states public and environmental health laboratory. As part of the University of Wisconsin-Madison the WSLH is committed to exploring new ideas which benefit the state the nation and the world. Clinical laboratories at the WSLH are certified through the Clinical Laboratory Improvement Act (CLIA) and accredited by the College of American Pathologists (CAP). The WSLH Newborn Screening (NBS) laboratory performs testing to identify congenital disorders in newborns as part of Wisconsins Newborn Screening Program. The Newborn Screening (NBS) Laboratory has an exciting fast-paced full time public health opportunity for an Administrative Manager.

This position supervises a minimum of six Medical Program Associates overseeing various pre-analytic and post-analytic tasks in support of the Newborn Screening addition this position will carry out key quality assurance tasks for the Newborn Screening Program including customer service and data compilation and management. This position performs under general supervision and reports to the Newborn Screening Administrative Director. This position works collaboratively with other professionals in the program and is a participative member of the Newborn Screening Leadership Team. The individual in this position is expected to model and use the tools and principles of quality assurance in their daily work demonstrate exceptional professionalism and maintain effective professional relationships with all WSLH staff and customers. This person must be proficient in using effective team skills to assure efficient operation of the NBS Laboratory. Participation in continuous learning through professional development activities is also expected.

This position will be 100% on-site at the WSLH location at 465 Henry Mall Madison WI. This position works Monday - Friday 8:00 AM - 4:30 PM and must be available weekends and holidays.

This position will supervise 6 employees.

Knowledge and Skills:

Knowledge of supervisory workplace principles practices and procedures.
Knowledge of leadership styles and techniques.
Knowledge of writing Standard Operating Procedures.
Knowledge of effective techniques for teaching and training.
Knowledge of creating and modifying laboratory departmental budgets.
Knowledge of clinical test costing methods.
Knowledge of effective team communication and leadership skills.
Knowledge of Quality Control (QC) Quality Assurance (QA) and Quality Improvement (QI).
Knowledge of principles and practices of clinical reference or public health laboratory.
Knowledge of laboratory biosafety practices.

Knowledge of HIPAA compliance.

Knowledge of clinical laboratory regulatory compliance.
Proficient in Microsoft Office Suite applications.
Experience with data sets data compilation statistics calculations graphs.

Ability to demonstrate exceptional customer service.
Ability to demonstrates effective interpersonal skills.

Key Job Responsibilities:

  • Schedules logistics and secures resources for program activities across multiple work units to ensure optimum efficiency and compliance with appropriate policies procedures and specifications - 15%
  • May exercise supervisory authority including hiring transferring suspending promoting managing conduct and performance discharging assigning rewarding disciplining and/or approving hours worked of at least 2.0 FTE or equivalent employees - 25%
  • Plans implements executes and evaluates existing strategies and objectives for a program and makes recommendations to unit leadership for program or function enhancement - 20%
  • Identifies workflow needs contributes to the development of strategic and operational solutions allocates resources and implements new or revised unit operational policies and procedures - 20%
  • Leads the development and preparation of periodic reports and financial statements and records progress status or other special reports for leadership or external agencies - 20%

Compensation:

Minimum Annual Salary: $70000/year
Actual Salary to be determined upon hire.

Required Qualifications:

A bachelors degree in a chemical physical biological or clinical laboratory science or medical technology from an accredited institution is required. Applicants must meet CLIA Laboratory Testing Personnel High Complexity Testing qualifications. An official (or copy of an official) transcript will be required prior to an offer of employment. For degrees earned outside of the United States proof of qualification equivalency by a nationally recognized organization such as the National Association Credential Evaluation Services Inc. (NACES) () or the Association of International Credential Evaluators Inc. is required. The candidate is responsible for all expenses related to acquiring and providing proof of qualifications.

Experience using a Laboratory Information System.

Preferred Qualifications:

Five years of clinical laboratory experience.
Two years prior supervisory experience.

Experience with EPIC Beaker.
