Job Description

This is an 8 hour per day260 day per year Non-RepresentedPayroll Specialist I position with benefits at the Mukilteo School District start date is as soon as possible.

The successful candidate will handle high volume time sensitive work which requires the ability to organize prioritize and manage multiple tasks. Attention to detail is essential.

Hours for this position are 8:00 a.m. - 4:30 p.m.

JOB TITLE: Payroll Specialist I

CLASSIFICATION: Non-Represented

REPORTS TO: Director of Payroll and Benefits

JOB SUMMARY:

The Payroll Specialist Is responsibilities include administering the districts employee retirement plans for a specific group of employees processing payroll contracts employee time off substitute and extra pay. Providing information to employees regarding all aspects of the monthly payroll process including their retirement. Assisting the Payroll Director with all aspects of the monthly payroll process; providing technical support information and assistance to payroll technicians and other staff.

PERFORMANCE RESPONSIBILITIES AND ESSENTIAL FUNCTIONS:

  • Utilize computerized payroll systems to enter verify and process retirement selections retirement adjustments and updates to retirement status.
  • Process and prepare monthly reports in order to reconcile payments and provide discrepancy analysis for the Department of Retirement System (DRS) and other payroll
  • Assist in the preparation of all retirement-related documentation and notification.
  • Participate in new hire orientations review and explain retirement and/or benefits as well as follow up to ensure new hires enroll before their effective date
  • Ensure accuracy of employee data and satisfy all requirements of the state retirement systems benefit reporting and leave documentation.
  • Process payroll contracts leave accruals and benefit information.
  • Performs complex analysis of payroll and employee data including manual calculation for adjustments of contracts leave accruals and verification of paid and unpaid time off.
  • Maintain employee calendars to meet the requirements of the Department of Retirement Systems L & I and leave reporting.
  • Assist with the maintenance of timesheets absence reports leave reports and other related payroll records.
  • Implement and comply with District Policies.
  • Maintain consistent attendance be available for significant overtime during peak payroll periods and conform to regular work hours.
  • Perform related duties as assigned.

Job Requirements: Minimum Qualifications

Skills Knowledge and Abilities required to perform the functions of the job satisfactorily including multiple technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Requirements include:

  • Demonstrated ability to exercise sound judgment and to work independently with minimal direction to accomplish timely and accurate completion of all functions and tasks within the area of responsibility as well as to lend assistance the Payroll Manager and other staff when required.
  • Accurate and efficient data entry skills and ability including on-line and PC computer experience.
  • Skill and ability to accurately and efficiently operate/use a 10-key calculator for various payroll tasks.
  • Knowledge and ability to perform basic math including calculations such as addition subtraction multiplication fractions percents and/or ratios to perform various payroll data calculations.
  • Ability to perform tasks well under pressure maintains accuracy of information and meets various payroll deadlines.
  • Ability to analyze and research payroll information effectively collate data problem solve identify issues and develop and articulate solutions.
  • Ability to understand and follow written and verbal instructions and procedures required for processing payroll records.
  • Knowledge and ability to successfully write routine documents using correct spelling grammar and punctuation.
  • Ability to be flexible in meeting deadlines flexibility to work additional hours that may include nights and/or weekends.
  • Knowledge and successful experience creating excel spreadsheets to sort check and verify a variety of payroll data. Successful experience entering data developing formulas and/or downloading information from another software program into Excel for the purpose of analyzing and checking employee pay information such as wages hours leave benefits employee position/type etc.
  • Skill and ability to communicate with all individuals in a professional and courteous manner both verbally and in writing; exercising discretion maintaining trust and confidentiality and developing amenable relationships with staff and the general public to convey a positive image for the Payroll Department and the District.
  • Ability to successfully utilize and operate a variety of job-related equipment such as computer telephone fax ten-key calculator copier shredder microfiche reader media equipment etc.
  • Maintain and reconcile employee deductions for qualified individual retirement accounts such as 403b and 457b plans and other optional deductions including monthly payments to vendors

EDUCATION/EXPERIENCE:

  • AA Degree or higher and two or more years experience with a computerized payroll/personnel system; or
  • High School Diploma and five or more years of experience in a computerized payroll/personnel system.
  • Experience with retirement administration in a public school or higher education system
  • Knowledge of Washington laws affecting school district payroll and retirement practices

PREFERRED EDUCATION AND EXPERIENCE:

  • Knowledge of and experience utilizing the Qmlativ or WESPaC electronic payroll/personnel system.
