ROLEPURPOSE:

TheResearchEvidenceandLearning (REL)Coordinatorleadsthedesignandimplementationof -baseddecision-makingbyproducinghigh-qualityresearchevaluationsandlearning products thataddress evidence gapsmeasure the achievementsandeffectivenessofourworkandultimately enhanceprogrammaticimpact. The RELcoordinatorwillberesponsibleforBothprogrammaticandadvocacyresearchinclosecollaborationwithheadofPolicyand advocacy to design implement and generate evidence for thedevelopmentoftheoffices RELAgenda collaborating with internal teams global stakeholders donors and external partners to design andimplementarobustagendasecuringnecessaryfundingand fosteringstrategicpartnerships. ThepositionwillalsoleadtheintegrationofalearningculturewithintheSyriaCountryOffice (SCO)andworkcloselywithotherstafftoensurethatlearningisseenastheresponsibilityof everyoneandisintegratedwithintheworkofalldepartmentsandteams.

Accountable for managing research evaluations and assessments the RELCoordinator oversees all aspects of the process including design procurement ethics compliance and dissemination. They ensure thatREL products adhere to organizational standardsmeetdonor requirementsandareintegratedintobroader co- chairing the REL Committee maintaining trackers and supporting information management systems to enhance accountability and transparency.

CapacitybuildingisakeyfocuswiththeREL CoordinatorresponsibleforassessingandimprovingtheabilityofSCOstaffand partners toconductquality researchand involvesorganizingtrainingsessionsdevelopingresourcesandfosteringacultureof mechanismsanddata-driveninsightsintoRELprocessescontributingtotheorganizations accountabilityandresponsivenesstoaffectedpopulations.

  1. ResearchEvidenceandLearningStrategy
    • ResponsiblefortheachievementofandreportingonSCOsCountryStrategyPlanEnablingObjectives (EOs)relatedto REL.
    • Supportthe HeadofMEAL andResearchincreating strategies to developadjustand implementenablingobjectives relatedtoREL.
    • Supportrelevant SCO staff inachieving Strategic Goals throughthe production dissemination and usage of timely quality REL products.

2. ResearchEvidenceandLearning Agenda


  • Accountable forthe collaborative design and implementation of the SCOs REL Agenda thatwillfillevidencegapsandenhancelearningwhileensuringalignmentwithSCOs strategicprioritiesandSCIsGlobalRELAgenda.
  • ResponsibleforworkingwithAdvocacyteamTechnicalAdvisorswithintheSCOfieldteamsSCIGlobal TeamsSCIMemberOfficesandotherI/NGOs andresearchpartners ondesigningresearchandassessmentproposals thatwill actiontheRELAgendaanddriveforwardqualityevidencegeneration.
  • ResponsibleforworkingwiththeNew Business Development (NBD) team SCI Member Offices and potential donors on securing necessary funding for research and assessment proposals for Advocacy use and programmatic purpose.

  1. ResearchEvaluationandAssessmentManagement
    • AccountablefortasksrelatedtoimplementinginternalandexternalprojectabdAdvocacy researchandassessmentsfromprocurementto reportfinalisationincluding abidingbySCIs policies andprocedures onethicsinconsultationwithtechnicalstaffand field offices.
    • Accountable fortasks relatedto implementing internal andexternal evaluationsand TPMsforallactiveprojectsfromdesignandprocurementtoreportfinalisationin consultationwithtechnical staffandfieldoffices.
    • SupporttheHeadofMEALandResearchinstrategicallyselectingprojectsforevaluationand/orThird-Party Monitoringduringproposal development and in line with SCOs MEAL Framework.
    • Responsibleforthe disseminationofall RELproducts to identified audiences organising eventscreatingrelevantactionplansandenteringthemintotheSCOLearningLog.
    • ResponsiblefortheSCOsRELbudgetincludingmaking timely payments to consultants in line with finance procedures.

  1. OrganisationalLearning
    • Accountable for establishing an engaging forum for reflection learning and evidence sharingwithintheorganisationincludingby organisingregularprogramlevel learning eventsaimingtoimproveprogramdesignper-sectorthroughtheintegrationofrecommendations from research evaluations and assessments.
    • Responsible for conducting regular analysis and systematic reviews of key evaluations andresearchpiecesandproducingevidencebriefsbasedonthesestudies.
    • Responsibleforfosteringacultureofcontinuouslearning within all program teams with the support of theSenior MEALand Research Manager advocating for the integration of findings from SCOs REL products into both adaptive projects based learning and wider programmatic design and strategic development that is driven by the Country Strategy Plan.

  1. ResearchEvidenceandLearningCommittee
    • Accountablefor co-chairing the SCOs REL CommitteeincollaborationwiththeHead of Policy Advocacy and Communications implementing the Committees agreed ToR and managing its documents.
    • AccountableforimplementingSCOsRELStandardOperatingProcedureandactively workingtobuildonandimprovethe procedure inlinewithSCIsglobalpoliciestheCore

HumanitarianStandardsandhumanitarianprinciplesandindustrybestpractice.

QUALIFICATIONSANDEXPERIENCE

  • Bachelors degree in political science economics social studies orasimilar relevant subject; with modules on statistical analysis.
  • Post-graduate researchdegree inany subjectoraminimumof5 yearsexperience in designing andmanaging researchstudiesprojectevaluationsorassessmentswithin large populations.
  • Comprehensive knowledge and skills in quantitative and qualitative research methodologies including multiple sampling strategies.
  • Advanced knowledge and skills in statistical analysis including usage of statistical applications such as SPSS STATA or other relevant applications.
  • ExcellentoralskillsinbothEnglishandArabic.


  • Excellent report writingskillsin both English andArabic includingcopyediting.
