Description of Job

The Geographic Information Systems (GIS) work unit supports the Colorado State Patrols mission by managing and maintaining accurate spatial data essential to public safety operations. This unit is responsible for the integration of GIS data into critical systems such as Computer-Aided Dispatch (CAD) and the future Next Generation 911 (NG911) platform. It ensures geospatial data quality consistency and compliance with state and national standards. The work unit provides analytical mapping data visualization and spatial decision support to enhance emergency response resource deployment and strategic planning across the agency. Additionally it collaborates with internal stakeholders and external partners to ensure interoperability data sharing and coordinated development of GIS resources in support of law enforcement and emergency communications statewide.


Work Environment
  • Primarily 8:00 am 5:00 pm work hours Monday-Friday
  • 100% in person during the training period
  • Transition to hybrid (3 days in office 2 days remote)
  • Occasional travel as needed

About the Job
Ensure the effective integration of geographic information systems (GIS) technologies and spatial analysis tools into public safety operations. This position serves several key purposes including:
  • Enhanced Emergency Response

  • Policy and Regulatory Compliance
  • Interagency Collaboration
  • Mandatory Departmental Collaboration

Key Responsibilities
  • Collect validate and integrate spatial data from various sources including government agencies law enforcement emergency services and other relevant stakeholders.
  • Update and maintain GIS databases to reflect changes in public safety infrastructure geographical boundaries and emergency response protocols.
  • Design and develop GIS databases tailored to the specific needs of public safety operations considering factors such as data volume accessibility and security.
  • Conduct spatial analysis to identify patterns trends and correlations within public safety data such as crime incidents emergency response times or disaster-prone areas.
  • Apply geospatial techniques including proximity analysis spatial clustering and hotspot analysis to identify high-risk areas and support proactive public safety interventions.
  • Utilize GIS tools to create emergency response plans and evacuation routes that optimize response times and ensure the efficient allocation of resources during crises and natural disasters.
  • Routine and proactive engagement with and drive collaboration from public safety personnel executive leadership and emergency response teams across all CDPS divisions and branches to strategically identify GIS needs ensure cross-functional data integration and provide essential technical support. This includes leading initiatives for unified enterprise GIS data strategies.
  • Lead and ensure comprehensive coordination with internal CDPS departments and external agencies to ensure the seamless integration of GIS data for highly efficient department-wide emergency response planning execution and post-incident analysis.
  • Provide training and technical support to staff members on the use of GIS tools and software for public safety applications.
  • Monitor changes in legislation and regulatory requirements to ensure that GIS practices align with the latest compliance standards and guidelines.
  • Contribute to the development of internal policies and procedures for GIS data management spatial analysis and mapping considering the specific needs and requirements of public safety operations.

  • Bachelors degree in computer science engineering or a related technical field.
  • IT program management experience.

Conditions of Employment
