Job Description

The IT Digital Accessibility Officer is to make sure the University is 1) properly serving all members of the A&M-SA community with disabilities and 2) compliant with all federal and Texas state laws regarding the accessibility of electronic and information resources as defined in the Texas Administrative Code chapters 206 and 213 (TAC 206 and TAC 213).

Responsibilities:

Functional Area 1: Role and Policy

Percent Effort: 35%

  • Serve as the primary campus Electronic and Information Resources Accessibility Coordinator (EIRAC) per Texas state law TAC 213.41 and perform all the responsibilities associated with that designation.

  • Policy: Maintain the universitys Digital Accessibility Program Plan and all subsidiary policies plans and processes in appropriate digital channels (e.g. website intranet knowledge base).

  • Compliance Reporting: Generate regular reports on the progress of remediation efforts.

  • Complete regular DIR Accessibility surveys.

  • Collaborate: Work with key stakeholders to operationalize the Digital Accessibility Program Plan.

Functional Area 2: Procurement and Review

Percent Effort: 30%

  • Procurement: Coordinate with the Information Technology Purchasing and Contracts and Property departments to review all requested IT purchases for accessibility. Obtain accessibility documentation (e.g. Accessibility Conformance Reports ACRs; Vendor Accessibility Development Services Information Request VADSIR) from vendors and process exception requests when necessary.

  • Record and update accessibility status of all IT in an existing database.

  • Remediation of Existing EIRs: Coordinate with the Information Technology Purchasing and Contracts and Property departments to acquire a list of all IT used for university business other than websites to be maintained in an existing database.

  • Ensure accessibility documentation is provided that can determine if the IT is compliant with current technical accessibility standards.

  • Ensure the appropriate responsible party has filed an accessibility exception request for IT that is non-compliant.

  • Website Accessibility: Coordinate with Web Services Center for Academic Innovations (CAI) and Strategic Communications to acquire a list of all A&M-SA websites and online course material locations.

  • Ensure an enterprise solution can periodically scan all web properties.

  • Document the results of those scans.

  • Coordinate with Web Services CAI and Strategic Communications to ensure appropriate content creators and maintainers have access to the results and options for remediating the digital content.

  • This includes researching potential assistive technology or remediation solutions (e.g. captioning services accessibility checkers).

  • The digital accessibility officer is expected to provide training guidance and coordination on remediation however not remediate the digital content.

Functional Area 3: Education and Outreach

Percent Effort: 35%

  • Accessibility Website: Manage and update the A&M-SA accessibility website.

  • This website should outline A&M-SAs accessibility program and contain useful information such as policies and processes required forms how-tos for faculty and staff and links to external accessibility resources.

  • Increase campuswide awareness of accessibility issues through regular presentations outreach and campaigns.

  • Coordinate with Strategic Communications and ITS to educate A&M-SA on how to incorporate accessibility into their websites and other digital content.

  • Coordinate with CAI to educate faculty on how to incorporate accessibility into their course materials and course design.

  • Coordinate with the Employee Development & Compliance Services and Disability Services offices to ensure the university is properly serving its members.

Required Education and Experience:

  • Bachelors degree in applicable field or higher in related field.

  • Eight (8) years of related experience.

Preferred Education and Experience:

  • Eight (8) years of experience working in IT compliance or a compliance-related field.

  • Masters or other Advance Degree.

  • Five (5) years experience working in IT compliance or a compliance-related field.

  • Experience with accessibility tools (e.g. JAWS Siteimprove) designing EIRs specifically for accessibility or remediating EIRs for accessibility.

  • Experience with a college/university environment.

  • Solid experience with a combination of the following compliance-related activities: committee management; audits and assessments; remediation management; contract/purchase review; and policy development and review especially with regard to information technology.

  • Experience with education and outreach e.g. teaching classes making presentations drafting and sending out communications and managing an informational website.

  • Experience interpreting and applying accessibility standards including Section 508 TAC 206 TAC 213 Texas Government Code 2054 Subchapter M WCAG 2.0 and other applicable benchmarks.

Knowledge Skills and Abilities:

  • Knowledge of major laws regarding accessibility such as the Americans with Disabilities Act; Section 508 of the United States Workforce Rehabilitation Act of 1973; Texas Administrative Code chapters 213 and 206.70; and various industry-based accessibility standards such as the W3C Web Accessibility Initiative.

  • Must be meticulous when it comes to documentation and reporting.

  • Must be able to manage many priorities at the same time and effectively coordinate with many constituencies throughout the campus.

  • Excellent written and verbal communication skills to be able to work with people at all levels of an organization.

  • Proven ability to influence an organization.

  • Ability to interpret and apply technology accessibility standards to specific technical and business requirements.

  • Knowledge of word processing and spreadsheet applications.

  • Knowledge of project and operations management.

  • Knowledge of strategic thinking and planning.

  • Industry related skills to include knowledge of the IT industry and trends knowledge of IT security regulations and proficiency in IT hardware software web and application methodologies and service delivery processes.

  • Excellent written communication analytical interpersonal and organizational skills.

  • Ability to multi-task and work cooperatively with others.
