Responsibilities
The Senior Software Engineer/Developer will be located within the Bureau of Surveillance and Data Systems and will focus on the Spring/myBatis framework re-write/upgrade of the Communicable Disease Electronics Surveillance System (CDESS). This includes work on COVID-19 RSV and influenza which are the high volume conditions in CDESS and moving to the COVID-19 endemic phase. The incumbent will: lead and/or oversee the (a) rewrite existing CDESS supplements using Spring/myBatis framework; (b) test the re-write includingaccuracy and will support data quality verifications for the transmission of Health Level 7 (HL7) case notification data to CDC focusing on the maintenance of current implemented message mapping guides evaluate and implement alternate case notification technologies pending CDC decisions; (c) create appropriate documentation in work assignments such as documentation in code repositories and technical design documents release management process including technical steps to promote test and release through the development environment coordinating with infrastructure staff; and (d) other appropriate related duties.
Minimum Qualifications
A Bachelors degree in Software Engineering Computer Science or Information Technology and four years computer programming database design/development or systems analysis experience; OR an Associates degree in Software Engineering Computer Science or Information Technology and six years of such experience; OR eight years of such experience. A Masters degree in Software Engineering Computer Science or Information Technology may substitute for one year of experience.
Preferred Qualifications
Masters degree in Health Informatics Computer Science Biostatistics or a related field and at least three years of experience in public health surveillance data collection and management of public health program data. Experience with IT systems and/or large population-based or other health related data sets (e.g. SPARCS ECLRS) disease registries and working with confidential data and database design/management and analytics. Use of programming tools such as JAVA and SQL; data analysis from a relational database; HL7; release management process and applicable software (e.g. CVS) experience with WebLogic Application experience using one or more framework (Spring/myBatis).
Conditions of Employment
Grant funded position expected to end 7/31/26. Compliance with funding requirements such as time and effort reporting grant deliverables and contract deliverables is required.
Valid and unrestricted authorization to work in the U.S. is required. Visa sponsorship is not available for this position.
The selected candidate must reside within a reasonable commuting distance of the official work location specified in the job posting and must also be located in or willing to relocate to one of the following states: New York New Jersey Connecticut Vermont or Massachusetts prior to hire. Telecommuting will be available.
