Title: Payroll Manager

Shift: Monday - Friday 8 AM - 5 PM (Can be 8 - 10 hour days)
Job Description:
- Oversee all facets of the daily operations of the Payroll Department ensuring compliance with all state and federal laws policies and regulations
- Ensure the accurate payment of and reporting in compliance with provisions of tax laws federal and state regulations and company policy
- Plan coordinate and oversee the production and distribution of all employee tax statements and notifications as required by law
- Coordinate the production of all weekly biweekly monthly special compensation payrolls and oversee issuance of special checks
- Manage the development implementation and administration of department records systems and procedures including payroll funding time and attendance system earnings and deduction codes
- Manage customer service by researching and responding to Payroll related inquiries
- Collaborate with other departments and business units related to projects such as acquisitions
- Oversee payroll systems maintenance and integrity including testing of system changes.
- Analyze operations procedures and policies to ensure accuracy and efficiency.
- Plan and manage department workflow; approves all master payroll calendars and payroll processing schedules.
- Responsible for all payroll related communications
- Oversee the payroll staff including work allocation training and problem solving.
- Evaluates performance and makes recommendations for personnel actions.
- Responsible for training and procedures documentation
- Ensure department confidentiality of sensitive information
- Ensure the payroll department is SOX compliant. Provide ideas solutions and tools to increase the effectiveness and efficiency of payroll compliance and controls
- Develop annual budget for payroll department
Job Requirements
- Bachelors degree or equivalent Payroll experience
- Knowledge of all relevant payroll employment and income tax laws regulations and guidelines.
- Understands payroll principles methods procedures and reporting requirements particularly for the state of California
- Experienced in managing multi-state payroll
- Ability to utilize and manage automated payroll and/or human resources information systems
- Ability to make procedural decisions and judgments involving sensitive and confidential issues under stress conditions
- Manage and organize conflicting priorities and propose solutions as appropriate
- Quantitative financial and data analysis structured thinking and problem solving abilities
- Excellent PC skills intermediate skills in Microsoft Office Applications with a focus on Excel
- Above average writing and verbal skills; able to express oneself clearly and convincingly in writing and verbally one-on-one and in groups with all levels of management employees and customers
- Customer-centric approach with personal drive and energy to commit towards achieving company goals
