The Unified Government of Athens-Clarke County is accepting applications
for the promotional process for the rank of
SHERIFF LIEUTENANT

This is anIN-HOUSE ONLY promotional posting.
You must be a current ACCSO Sergeant to be eligible for this position.


Eligible candidates desiring to compete for placement on the Sheriff Lieutenant Eligibility List will be requiredto submit a fully completed online application to the Human Resources Department by the closing date of the online application. It is the responsibility of each employee to see that his or her fully completed application is submitted online by the deadline. Be sure to fill out every section on the application form. CRITICAL DATES

Wednesday August:59 PM- Application closes and minimum requirements deadline.
Monday August 25 2025 at 2:00 PM - Assessment Center Orientation will be at the Sheriffs Office Training Center in the the Large Training Room.
Week of September 15 2025- Assessment Center will be held. More information will be forthcoming.
To be determined - Oral Interview Board at the discretion of the Sheriff.


Elements of Lieutenant Promotional Process:

Assessment Center Orientation: Candidates will participate in an orientation session to understand the elements of the Assessment Center and participate in a question/answer session.
AssessmentCenter: Candidates must successfully complete the assessment center in order to be placed on the eligibility list. Sheriff Sergeantswith one or more years in rank will be allowed to participate in the Assessment Center. Upon successful completion of the Assessment Center candidates will be placed on the eligibility list once they have met the requirement for two years in the rank of Sheriff Sergeant.

Oral Interview Board: Oral interviews are held at the discretion of the Sheriff.

FLSA STATUS:Non-Exempt
CLASSIFICATION:Personnel System Requires satisfactory completion of a 12-month probationary period.
PAY GRADE:Public Safety Step Plan (SO4)
SAFETY SENSITIVE:Yes - Subject to random drug testing per the Athens-Clarke County Drug and Alcohol Ordinance.


Purpose of Job
The purpose of this job is to provide exemplary leadership associated with and assisting in directing the overall operation of the Sheriffs Office at the shift or division level. Duties and responsibilities include but are not limited to: leading Field Operations Courthouse Security and Administration Professional Standards and Internal Affairs Community Outreach Classification and Programs Jail Operations and assisting the Captain Major Chief Deputy and/or Sheriff in the daily operation of leading and coordinating departmental personnel; enforcement of laws/ordinances; building trust and confidence internally with all personnel; building trust and confidence within the community; planning organizing staffing directing coordinating and reporting; teaching evaluating and ensuring the implementation of best practices; continuous initiation of quality improvement of systems processes equipment and technology; and performing additional tasks and responsibilities as may be assigned.

Job Related Requirements
Work Schedule:Shift assignments are made at the discretion of the Sheriff or his designee. Schedule may include weekends and holidays and overtime is required from time to time.

May be required to work on religious holidays.

Regular and predictable attendance is required.

Must work cooperatively with others.

When requirements include vehicle operation responsible for the safety readiness and operation of the vehicle and must abide by ACCs safe driving policy.

Emergency Position
This position is designated as an emergency position that requires your attendance at work under all types of emergency conditions. Some examples of emergencies include inclement weather utility failure fire or other forced evacuations or as determined by the Manager.

Minimum Training & Experience Required to Perform Essential Job Functions


  • Associates degree in criminal justice or related discipline with six (6) years of POST-certified law enforcement corrections or related experience required; or any equivalent combination of education training and experience which provides the requisite knowledge skills and abilities for this job requiredto include a minimum of two (2) years of experience as a Clarke County Sheriffs Office Sergeant.
  • Two (2) years of supervisory experience required.
  • Must possess a valid drivers license.
  • Must possess and maintain current certification requirements set forth in the Georgia Mandate Law Enforcement Training Act/Peace Officers Standards and Training Act
Bachelors degree preferred.

Promotional Testing Requirements:
  • Have no disciplinary actions (excluding written counseling or reprimand) that resulted in 2 or more suspension days within the previous 12 months or sustained discipline that resulted in a suspension of 5 or more days or a demotion within the previous 24 months.
  • The last 2 annual performance evaluations (PMP) must be Core Employee or above.
  • Must successfully complete all phases of the Lieutenant Testing Process.


Essential Duties Responsibilities

The following duties are normal for this job. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Supervises and evaluates assigned staff handling all employee concerns directing work assignments receiving and investigating complaints about subordinates counseling and disciplining employees when necessary and completing employee performance appraisals.

Provides community outreach programs in coordination with local institutions such as schools places of worship and community centers of various capacities.

Provides leadership and direction in Field Operations Courthouse Security and the Jail section.

Conducts Internal Affairs and other investigations regarding employees and/or inmates.

Provides leadership and direction to the Training Unit.

Assists directs and monitors all ongoing activity (e.g.. warrant attempts transport of mental health consumers civil action court and transportation for the safety of officers and general public) providing for the safety and security of all persons within the facility during shift particularly in high-risk situations.

Recommends and assists in the formulation of policies and procedures; plans assigns and directs daily work performed by assigned personnel; supervises and organizes searches.

Conducts initial investigations into altercations thefts vandalism and other inmate violations; observes inmate climate and identifies suspicious activity that might indicate unrest.

Approves bonds.

Provides assistance to and coordinates arrest with different agencies (e.g. US Marshal GBI FBI and others); acts as liaison to mediate problem areas arising between arresting/custodial agencies.

Performs various administrative tasks including preparing and reviewing reports and compiling and preparing daily weekly and other reports of shift/division activities.

Monitors condition of sheriff vehicles and equipment and inspects personnel.

Extradites and transports inmates from other states; transports mental patients to proper facilities.

Obtains and executes search warrants searches for escapees makes arrests and issues traffic citations as necessary; provides crisis intervention in domestic incidents.

Operates GCIC/NCIC computer and criminal justice computer network terminals. Attends and testifies in court and Grand Jury hearings.

Responds to emergency telephone and radio calls; dispatches units; and monitors security of courthouse.

Interviews and interrogates subjects.

Provides instruction at police academy in-service training and/or orientation.

Performs other related duties as required.

Knowledge Skills and Abilities
Knowledge of the principles practices and procedures of the county and the operations and functions of the Sheriffs Office.

Knowledge of law enforcement/investigative techniques and corrections processes civil and criminal code practices jail and field policies courtroom procedures record keeping and other applicable policies and procedures as necessary in the completion of daily responsibilities.

Knowledge of all applicable laws ordinances bonding procedures policies standards and regulations pertaining to the specific duties and responsibilities of the position.

Knowledge of established organizational managerial and human relations techniques.

Knowledge of and proficiency with computers GCIC/NCIC and JMS computer operations and the criminal justice computer network.

Knowledge of and ability to use telephones copiers two-way radios firearms physical restraint methods and equipment and an intoximeter.

Knowledge in first aid and CPR techniques.

Ability to develop and administer policies procedures plans and activities and to monitor the performance of subordinates against measured established goals.

Ability to develop and administer operations and staff plans and objectives for the expedience and effectiveness of the specific duties of the position.

Ability to develop and implement long-term goals for the department in order to promote effectiveness and efficiency.

Ability to keep abreast of any changes in policy methods operations budgetary and equipment needs etc. as they pertain to departmental operations and activities.

Ability to effectively communicate and interact with subordinates management employees members of the general public and all other groups involved in the activities of the Athens-Clarke County as they relate to the Sheriffs Office.

Ability to assemble information and make written reports and documents in a concise clear and effective manner.

Ability to use independent judgment and discretion in managing subordinates including the handling of emergency situations determining and deciding upon procedures to be implemented setting priorities maintaining standards and resolving problems.

Ability to comprehend interpret and apply regulations procedures and related information.

Ability to handle the required mathematical primarily statistical calculations.

Ability to read understand and interpret personnel and financial reports and related materials.

PHYSICAL REQUIREMENTS:Must be physically able to operate a variety of machinery and equipment including police vehicles telephones copiers two-way radios firearms physical restraint equipment and an intoximeter. Must be able to use body members to work move or carry objects or materials. This position requires: climbing balancing stooping kneeling crouching crawling reaching standing walking pushing pulling lifting fingering grasping feeling talking hearing seeing and repetitive motion. Must be able to exert up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently. Physical demand requirements are at levels of those of medium work.

copiers two-way radios firearms physical restraint equipment and an intoximeter. Must have the ability to use one hand for twisting or turning motion while coordinating other hand with different activities and moderate levels of eye/hand/foot coordination.

COLOR/VISUAL DISCRIMINATION:Position requires binocular vision with good depth
perception and peripheral vision motion detection high acuity and light adaptation as well as the ability to differentiate between colors and shades of color.

INTERPERSONAL TEMPERAMENT:Requires the ability to deal with people beyond giving andreceiving instructions. Must be adaptable to performing under considerable stress when confronted with an emergency.
