1. Post Summary
Headquarters Allied Joint Force Command Naples provides a resilient static Joint headquarters to plan prepare and conduct operations across all domains from Baseline Activities and Current Operations (BACO) including deterrence through Crisis up to the Maximum Level of Effort (MLE) in order to support NATOs three core tasks at the Joint Operational level as directed by SACEUR. Supported by the Single Service Commands Allied Joint Force Command Naples integrates allocated forces including NATO Force Structure entities and synchronises activity to achieve operational objectives. It maintains comprehensive regional focused situational awareness leads contingency planning and directs exercises. It also provides out-of-theatre support to enduring NATO operations and could contribute specific Joint competencies to other NATO Command Structure or NATO Force Structure entities. It is capable of commanding a Joint Task Force operating within or beyond SACEURs Area of Responsibility with theatre enablement provided by a dedicated Joint Logistic Support Group Headquarters. It has the capability to deploy tailored elements to enable reconnaissance liaison and coordination and support the Joint Commander. Synchronizes and integrates Joint and Combined armed forces within the Joint Operational Area (JOA) in support of a Joint Task Force.
The NATO Strategic Direction -South Hub (NSD-S Hub) contributes to information sharing situational awareness and comprehensive understanding for both the operational and strategic levels to inform decision making. Monitor and assess the dynamics in the operating environment of the South and contribute to coordination and synchronization of NATOs activities in the South.
The NATO Strategic Direction - South (NSD-S) Hub Directors Office is responsible for coordinating monitoring assessing and planning the Hub functions and the activities performed by individual functional Hub Sections.
The incumbent will be responsible for providing diplomatic politico-military information and advice on NATOs political policy and direction issued by NATO International Staff (IS) to focus the NSD-S Hub efforts on emerging and future political requirements to ensure the NSD-S Hub efforts meet NATO expectations. The incumbent will also maintain liaison activities with IS IMS on issues related to the NSD-S Hub and will monitor and translate NATO policies towards the South as well as advise on Key leader engagement opportunities.
2. Principal Duties
The incumbents duties are:
- Provide advice on diplomatic developments in the South with special focus on MENA and the Sahel.
- Advise the NSD-S Hub Director on NATO strategic political issues related to the South.
- Draft contribute and revise PP talking points and presentations.
- Advise and prepare engagement with Allies senior civilian and military representatives and heads of international and regional missions in the South.
- Ensure NSD-S Hub interaction and engagement with civilian and military authorities in the South are coherent with NATO IS.
- Identify and advise on emerging opportunities to further develop the NSD-S Hub engagement efforts with Southern actors such as regional and international organizations operating in the South;
- Advise on NATO policies and directives related to the South and how to leverage implications for the NSD-S Hub.
- Coordinate and support the efforts of the head of the Knowledge Management and Engagement (KME) cell.
- Assist the NSD-S Hub Director and deputy director in interfacing with political diplomatic non-governmental and other civilian organizations;
- Assists the Director and Deputy Director during the NSD-S Hub Board events NATO and EU Committees presentations visits to NATO HQ and Strategic Commands;
- Participates in all major policy and planning initiatives providing the diplomatic/civilian perspective
- Work in close association with the International Staff and selected International Organizations;
- Maintains a personal network of appropriate contacts in political diplomatic non-governmental academic and other civilian organizations and uses them as appropriate to inform and advise the NSD-S Hub leadership.
- Liaise with POLADs in NATO Commands (including JFCNP) and in regional missions of appropriate IOs in the South especially MENA and the Sahel.
3. Special Requirements and Additional Duties
The employee may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract
The work is normally performed in a Normal NATO office-working environment.

4. Essential Qualifications
a. Education
Masters Degree in Political Science Peace and Security studies International Affairs or related disciplines.
b. Professional Experience
- Minimum 10 years of post-related experience
- Experience advising higher-level authorities on strategic geo-political issues related to the South providing the diplomatic/civilian perspective.
- Experience preparing engagement with senior civilian and military representatives and heads of International and regional missions presentingcomplex ideas to audiences at all levels in a diplomatic persuasive and convincing manner.

5. Desirable Qualifications
a. Professional Experience
- Background specific experience as Political Advisor to National HQ or NATO missions.
- Good knowledge of NATO organization structure and functions of the NATO International Staff EU and UN.
- Knowledge of NATO decision-making processes.
- Understanding of NATO policies and programmes on partner nations and NNEs.
b. Education/Training
NATO European Security Cooperation Course (MCP-CM-2853) provided by NATO - School Oberammergau (NSO)
NATO Senior Officer Policy Course (ETE-SP-2581) provided by NATO - School Oberammergau (NSO)
Peace Support Operations Course (MCP-LA-3833) provided by Crisis Management And Multinational Operations Department (CMMOD) Romania
6. Attributes/Competencies

Professional Contacts: The incumbent will have professional contacts with personnel from NATO HQ IS/IMS SHAPE JFCs HQ as well as with international and non-military organizations (IOs GOs NGOs). The incumbent should be able to represent the HUB when requested. The incumbent should be able to brief senior staff officers and high officials inside and outside NATO.
Contribution To Objectives: The incumbent has a key role in advising the NDS-S Hub leadership and KMC in further developing the NSD-S Hub capabilities within NATO and beyond focusing mainly on external engagement and outreach. The incumbents experience and links to civilian organizations (IOs GOsNGOs) will be decisive in the process of information gathering. The incumbents information and recommendations will impact the NATO operational level decision making process.

7. CONTRACT:
The successful candidate will receive a three-year definite duration contract which may be followed by an indefinite duration contract. NATO-serving staff members will be offered a contract in accordance with the NATO Civilian Personnel Regulations (NCPRs).
The basic entry-level monthly salary for a NATO Grade G22 in Italy isEuro 9510.04which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately20%for pension and medical insurance contributions.
