In the absence of the Human Resources (HR) Manager this position is responsible for all HR duties and responsibilities as assigned by the Chancellor and or Vice Chancellor of Administrative Affairs.
Duties & Responsibilities:

- **AdviseFaculty and Managementonrecruitmentpoliciesandprocedures including themostappropriatemethodofhiringandcompensatingemployees and analyzing valuating and recommending classification action for positions to be established for vacant positions
- **Prepare and review all required forms and Position Descriptions (PD) for appropriate Duties and Responsibilities (D&R)
- **Review and evaluate position advertisements to ensure conformance to established minimum and desirable qualifications D&R salary position title and appropriate position title and format
- **Assist Faculty and Management toensure thatPDonfileiscurrentappropriate andcomplieswithexisting guidelines and practices
- **Preparesandprocesses paymentdocumentsandpayrolladjustmentsaccording toUniversitypoliciesandprocedures.
- **Maintains a computerized personnel payroll database system and updates the current system used by Human Resources
- **AssistsSupervisorwithimplementinginternalcontrolprocedurestoprovidestatisticaldataandactivitiesto improve the efficiency of operations.
- Reviews organizationalchartsandfunctionalstatementstoidentify programneeds andrequirementsinassessingclassificationactions.
- AssistsSupervisorin maintainingpositioncontrolofallappropriated positions forthecampus(includes trackingand monitoring ofreallocationsstatus ofpositions and respective incumbentspositionnumbersandfunding sources)
- **Assist with vacancy report staffing plan and other personnel-related reports
- **Assists with auditing Administrative Professional &Technical (APT) Employees online Special Compensation Adjustments and on hiring above the designated new hire procedures
- **Assists with Employees Union Trust Fund (EUTF) annual open enrollment
- **Assistswithtrainingstaffonpersonneldocumentpreparationproceduresandotherpersonnel-relatedtraining (onboarding and offboarding).
- **Responsible for Campus Student employment program (SECE);Supervisesstudenthelpandcoordinatestheirworkassignments.
- **InterpretsunioncontractualprovisionsUniversityandBoardpoliciesStateandFederalrulesandregulations.
- **Preparesaudits and coordinates all personnelactions whichincludeestablishing and abolishing positionsnew appointmentssalary changesleavewithor without payandseparations.
- Reviews select position classification requests to meet and conform to established specification requirements
- **Assist with all aspects of the campus recruitment process
- **Responsible for new employee orientation
- **Responsibleforcoordinating and conductingyearlyinformational sessionsforemployees regarding their benefits.
- **AssiststheCampus HR Manager intheprovisionoftheColleges HR services and support.
- **ProvidestechnicalsupportserviceandqualityassuranceofBoard of Regents (BOR)recruitmenttoincludeconformity with establishedguidelinesproperformatting andonlinerecruitment postingbyworking withsupervisors and support staff.
- **Manages the seniority ranking of civil service employees; temporary assignmentsandemergency hires transfers civil servicelists andlistofunskilled laborer registration.
- **Assistswiththemanagementoftheday-to-day operations oftheColleges (HR)administrativesupport services.
- **Provides operational guidance task assignments and timelines to HR staff needed tomeet the Colleges personnelrequirementsand ensures the HR Manager is aware of operational needs and concerns.
- **Assists with managing operational matters relating to personnel services provision compensation benefits considerations and transactions (e.g. promotions awards) and supportive services (e.g. retirement) for qualified College employees.
- **Assists with the management of processing civil service appointments by established University civil service temporary rules and regulations and online recruitment system.
- **CoordinatestheCollegesworkerscompensationandtemporarydisabilityprograms.
- **Assists with the reporting investigation processing and management of all aspects of the workers compensation and disability programs
- **Assist with annual Occupational Safety & Health Administration (OSHA) Report
- **Assist in conducting the program review of the College HR program review
- **Conduct investigations regarding Equal Employment/Affirmative Action (EEO/AA) discipline Sexual Harassment or other employee-related investigations.
- **Assists with EEO/AA duties.
- **Coordinate APT performance evaluations; orient new supervisors on duties.
- **Coordinate all civil service performance appraisals; orient new supervisors on duties.
- **Assist with the development and maintenance of the HR Department website
- Other duties as assigned
Minimum Qualifications:
Education and Professional Work Experience- Possession of a baccalaureate degree in Business Administration. Public Administration Human Resource Management or related field and four (4) years of progressively responsible professional experience with responsibilities for Human Resources; or any equivalent combination of education and/or professional work experience which provides the required education knowledge skills and abilities as indicated.
Knowledge Skills and Abilities
- Considerable working knowledge of principles practices and techniques in the area of Human Resources as demonstrated by the broad knowledge of the full range of pertinent standards and evolving concepts principles and methodologies.
- Considerable working knowledge and understanding of applicable federal and state laws rules regulations and theories and systems associated with Human Resources.
- Demonstrated ability to resolve wide-ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective innovative and timely manner.
- Demonstrated ability to interpret and present information and ideas clearly and accurately in writing verbally and by the preparation of reports and other materials.
- Demonstrated ability to establish and maintain effective working relationships with internal and external organizations groups team leaders and members and individuals.
- Demonstrated ability to operate a personal computer and apply word processing software.
- Demonstrated ability to lead subordinates manage work priorities and projects and manage employee relations.
Supplemental Minimum Qualifications:
- Knowledge of the practices and techniques of modern business management.
- The ability to analyze interpret and use sound logic and judgement in application of a variety ofpersonnel/administrative rulesand regulations.
- The ability to understand and follow complex oral and written instructions
Desirable Qualifications:- Knowledge of postsecondary institution organization and processes.
- Knowledge of basic personnelrulesand regulations.
- Basicknowledge on sexualharassmentpoliciesaffirmative actionpolicies equal employment opportunitypolicies and other personnelrelated policies.
- Detail oriented and able to handle multiple tasks; able to prioritize multiple duties with demanding deadlines
- Able to work evenings and weekends as needed.
