TEMPORARY POST - Staff Officer (Evaluation and Lessons Learned)

Post Context/Post Summary

The NATO Communications and Information Systems (CIS) Group plans deliver and supports NATOs Deployable Communication and Information Systems (DCIS) in order to enable command and control (C2) for NATOs deployed HQs.

The J7 Division analyses and coordinates how to meet overall Communications and Information Systems (CIS) training requirements between NATO CIS Group internal resources NCI Academy NATO Theatre Enabling responsibilities and National Authorities. It is also responsible for the continuous improvement of NCISG through the Lessons Learned Process.

The Evaluation and Lessons Learned Branch develops and manages the Deployable Communications & Information Systems (DCIS) evaluation / certification programme and executes DCIS evaluations and other required evaluation activities. It laso leads the NCISG development and coordination of the Lessons Learned / Lessons Identified (LL/LI) process.

The incumbent is responsible for the development of operational planning options in support of Allied Reaction Force (ARF) related exercises as required.

Principal Duties

1. Analyse and executes the direction from the Branch Head.

2. Support NATO Operations and Exercises from DCIS Readiness Evaluation and LL perspective.

3. Plan and conduct the DCIS capabilities evaluations and other required analysis.

4. Contribute to the development of concepts and directives for DCIS Readiness.

5. Co-ordinate and draft DCIS Readiness exercises/events related Warning Orders Fragmentation Orders and Tasking Orders and hand them over to DJ3 for further approval and release.

6. Prepare analysis briefings and reports as directed.

7. Develop and execute specific NATO CIS Group DCIS Readiness Evaluation/Certification programmes.

8. Act as NATO CIS Group deputy to Officer Conducting the Exercise (OCE).

9. Liaise with ACO requesting commands NCI Agency representatives in coordination of DCIS support to exercises and/or operations.

10. Participate in relevant NATO Evaluation/Certification conferences and workshops.

11. Maintain close day-to-day liaison with other NATO CIS Group Divisions and DCIS units.

12. Contribute to the dissemination of LL in to the execution of current and preparation of the future operations/exercises.

13. Advise NATO CIS Group staff in shortfalls in support of operations and exercises.

Special Requirements and Additional Duties

The incumbent may be required to perform a similar range of duties elsewhere within the organisation at the same grade without there being any change to the contract. This a mandatory deployment post. The incumbent may be required to undertake deployments in support of military operations and exercises and/or TDY assignments both within and outside NATOs boundaries. For NATO International Civilian Staff acceptance of an employment contract linked to this post constitutes agreement to deploy in excess of 30 days if required.

Qualifications

A. Education / Degree

University Degree and 2 years function related experience or Higher Secondary education and completed advanced vocational training leading to a professional qualification or professional accreditation with 4 years post related experience.

B. Language

English - SLP 3333 - (Listening Speaking Reading and Writing)

C. Professional Experience

1. Three years Plans Staff experience.

2. Three years experience with coordinating staff work of a CIS organization.

3. Experienced in CIS planning for operations and exercises at a strategic and operational level.

4. Experience in planning CIS for operations and exercises at strategic and operational level.

5. Experience of C2 Systems in an international/ multinational environment.

D. Training

1. NATO Exercise Planning Course (EPC) ADL-136 (ETE-CT-21180) provided by NATO - School Oberammergau (NSO)

2. NATO C4ISR Orientation for Officers (CCC-SM-22206) provided by NATO Communications and Information Academy (NCI Academy)

3. NATO Orientation Course (ETE-MW-3834) provided by NATO - School Oberammergau (NSO)

REMARKS:

During crisis of MLE the incumbent is reassigned to the NCISG HQ Crisis Establishment (CE) or the DCIS Support Group as detailed in the respective CE.

Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR). Newly recruited staff will be offered a definite duration contract of three years normally followed by an indefinite duration contract.

The salary will be the basic entry-level monthly salary defined by the NATO Grade of the post which may be augmented by allowances based on the selected staff members eligibility and which is subject to the withholding of approximately 20% for pension and medical insurance contributions.

WHAT WE OFFER

-38 hours per week schedule;

-2.5 paid days of leave per month worked;

-Salary: the remuneration of temporary personnel will be specified in their contracts. It is exempt from taxation in the Host Nation;

-Benefits package: temporary personnel are covered by a benefits package which consists of an additional sum of 12% of basic salary for pension purposes basic medical and accident insurance provided under the NATO Group insurance contract (death and invalidity). The cost for insurance amounts to 2.57% of basic salary (2/3 payable by the Organisation and 1/3 payable by staff);

-For staff eligible under NATO rules there is also a dependent child allowance and coverage for dependent children for medical benefits.
