Description

The City of Richmond Department of Public Utilities is seeking a qualified Utility Plant Specialist Supervisor to supervise assigned staff in an assigned area (mechanical electrical or instrumentation and controls) at a water or water purification plant. The incumbent will be responsible for supervising staff including assigning and reviewing work; directing emergency response procedures; developing and implementing preventative maintenance and other work plan activities; overseeing procurement and use of materials parts tools and test equipment; ensuring all assigned maintenance activities are performed safely and in accordance with plant procedures; participating in maintenance and project meetings; maintaining records; scheduling and attending vendor demonstrations and new system equipment training; and performing site visits while technicians are in the field.

Duties include but are not limited to

  • Assigns preventive and repair maintenance jobs by work order and established maintenance schedules.
  • Approves work requests and reviews existing open work orders for status and priority based on needs of the division and plant.
  • Troubleshoots unscheduled equipment outages and other problems encountered by assigned unit. Assists with special and emergency situations.
  • Performs basic administrative duties such as checking time sheets and submitting payroll documents ordering parts and supplies responding to phone calls and emails. Meets with vendors and contractors attends vendor demonstrations contractor equipment training sessions and meets with public as necessary. Supervises assigned staff ensuring all assigned activities are performed safely and trains staff as necessary.

Qualifications Special Certifications and Licenses

MINIMUM TRAINING AND EXPERIENCE:

  • High School Diploma or GED; some positions may require and Associates Degree
  • Four years of experience in the assigned area.
  • An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification

LICENSING CERTIFICATIONS and OTHER SPECIAL REQUIREMENTS:

  • Valid Drivers License with a satisfactory driving record and a valid Commonwealth of Virginia Drivers License within 30 days of hire
  • This position is required to be part of a 24/7 On-call Rotation to help meet Departmental needs

  • Electrical Theory and Practices: Digital & Analog Circuitry
  • Fiber optic network principals
  • Foxboro IA Hardware and Software

  • Modbus Serial Ethernet IP and other Communication Protocols
  • Industry standards related to design performance and optimization of SCADA networks
  • Control system expertise with network security radio communications wireless communications firewalls routers and switches leased lines and HMI/DPC/PAC/PLC applications
  • Basic principles of a City of Richmond Wastewater System and Process

  • Computer skills including the understanding of file manipulation directory structures and office applications
  • Interpersonal communication

  • Preparing flowcharts and diagrams to specify in detail operations to be performed

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT: Due to the nature of work assignments incumbents must be able to perform detailed work on multiple concurrent tasks with frequent interruptions and under time constraint. The essential duties of this classification may require the ability to balance stoop kneel crouch crawl reach stand walk push objects pull objects lift use fingers and grasp objects. The working conditions may include exposure to noise dust grease smoke fumes gases and potentially hazardous chemicals hazardous physical conditions and extreme terms of the physical strength to perform the essential duties this classification is considered to be medium work exerting up to 50 pounds of force occasionally up to 20 pounds of force frequently and up to 10 pounds of force constantly to move objects.
