Foreman - Sewer/Storm Drain

CLASS DEFINITION

Perform a variety of skilled and supervisory work in the construction maintenance rehabilitation operations and reconstruction of the Citys sewer and storm infrastructure and facilities.

DISTINGUISHING CHARACTERISTICS

This journey-level classification is distinguished with the incumbent performing more difficult tasks in sewer/storm drain maintenance and operations which are performed with some independence within established policies procedures and techniques.

SUPERVISION RECEIVED

The incumbent works under the general supervision of the Sewer/Storm Drain Supervisor and exercises the day-to-day functional supervision over assigned crew members.

Job Overview

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Lead plan participate in and review the work of skilled staff responsible for the installation maintenance operation cleaning and repair of sewer and storm drain pipelines laterals catch basins screens storm-ceptors siphons manholes lift stations and enhanced maintenance areas
  • Train sewer service personnel and check work in progress and upon completion while ensuring safe work practices involving traffic controls and access to confined spaces
  • Oversee operate and maintain specialized equipment such as Closed-Circuit Television (CCTV) Lateral Push Camera (LPC) and utility pipeline locator used for internal inspection of the Citys sewer system
  • Safely operate hydro-jetters and combination trucks to analyze the sources and locations of obstructions; and report the need for additional maintenance and repair work to access and repair sewer lines and storm drain pipes
  • Read and review plans and blueprints oversee construction and ensure work is completed as required and in compliance with various City state national and safety regulations
  • Monitor troubleshoot resolve and report problems involving the use of CCTV pipeline inspection and hydro vac flushing equipment
  • Maintain a proper inventory of chemicals materials and supplies used for sewer maintenance and repair work
  • Monitor and follow up on work assignments to resolve issues and ensure the timely completion of tasks. Prepare track and maintain records and activity reports related to cleaning and flushing activities and SSO spill incidents
  • Track annual statistics related to service calls and CCTV reports related to sewer system access and points of repair
  • Assist in the development of work procedures related to field tasks
  • Participate in and oversee confined space entries
  • Participate and train in the installation of sectional liners for the sewer system
  • Respond to assist and report sanitary sewer overflows
  • Install and repair sewer/storm pipelines enforcing safety practices and recognizing potential work hazards
  • Instruct and enforce proper care handling storage and transportation of hazardous chemicals
  • Respond to public inquiries regarding sewer services such as sewer odor complaints blockages and noisy manhole covers and provide appropriate corrections or recommendations as necessary
  • Operate service trucks backhoes loaders forklifts skid steer combination jetting vacuum trucks lateral jetters and various motorized and non-motorized equipment utilized in the sewer/storm drain industry as needed
  • Plan and coordinate work schedules
  • Prepare and maintain pertinent reports and records
  • Supervise train assign evaluate and review work assignments of Utilities staff prepare performance evaluations identify areas for improvement and work with employees to meet department standards and establish work schedules
  • Provide formal or functional supervision including training to subordinate employees in the proper use and care of equipment
  • Actively promote the Citys safety program periodic safety inspections and identification and correction of safety hazards
  • Maintain work time and materials records
  • Enforce proper safety procedures and ensure Cal/OSHA and MUTCD regulations are followed
  • Oversee and participate in the performance of emergency repairs and respond to emergency calls after hours
  • Identify root intrusion areas and apply root control treatment
  • Manage sewer/storm drain work asset management software and work orders

OTHER JOB-RELATED DUTIES

  • Operate and maintain storm lift stations and sewage lift stations
  • Plan set up and monitor traffic delineations and road closures
  • Inspect and coordinate with contractors on sewer-related construction and repair to ensure they meet City County and State standards
  • Requisition supplies and equipment and assist in the maintenance of inventories
  • Make routine and emergency purchases as authorized and required; review submit and approve invoices for payment
  • Set up monitor and disassemble trench excavation and shoring equipment
  • May assist water services crews in the construction and repair of water mains meters valves and service lines and responses to service leaks and water main breaks
  • Respond to Dig-Alert requests and mark the Citys infrastructure for future excavation
  • Perform other duties as assigned

Qualification Guidelines

EDUCATION:

  • High school graduation or equivalent
  • College coursework in water utility science with an emphasis on wastewater/environmental sanitation or a related field is highly desirable
  • Previous supervisory education/experience is desirable


EXPERIENCE:

  • Five years of journey-level experience in Public Works operations maintenance and repair of sewer/storm facilities preferably in a municipal setting is required.


REQUIRED KNOWLEDGE AND SKILL LEVELS:

  • Previous journey-level experience in Public Works construction maintenance and repair of sewer/storm facilities
  • Principles of sewer and storm drain construction inspection and testing; cleaning methods; and elementary hydraulics
  • Pipe installation maintenance and repair
  • Read blueprints relating to sewer and storm drain mains plans standards and specifications
  • Knowledge of Federal State County and local rules regulations and standards affecting municipal waste and storm water departments
  • Related work hazards and common safety rules and procedures as they apply to Public Works construction and maintenance
  • Proper safety practices and procedures in maintenance for employees
  • Skill in the proper use and maintenance of small hand tools power equipment and other sewer maintenance equipment
  • Establish and maintain effective working relationships with other employees City officials contractors and the public
  • Communicate effectively verbally
  • Customer service principles and techniques
  • Understand and follow written and verbal instructions
  • Plan coordinate and supervise unskilled semi-skilled and skilled subordinates
  • Interpret and follow technical instructions and specifications relating to assigned work


REQUISITE ABILITIES:

  • Supervise and train subordinate employees and prepare employee performance evaluations
  • Understand and carry out verbal and written instructions
  • Prepare and maintain reports and records
  • Safely operate vehicles equipment power and hand tools
  • Implement and oversee preventative maintenance program for equipment tools and machinery
  • Perform heavy manual labor for extended periods and under unfavorable weather conditions
  • Lift and carry heavy objects safely
  • Respond to emergency conditions in all department functions
  • Basic arithmetic calculations and the ability to take measurements
  • Read and understand work orders drawings maps etc.
  • Interpret engineering plans and specifications
  • Work with a variety of personnel including full-time part-time and contract personnel
  • Procedures for use of confined space entry air quality monitoring equipment
  • Modern equipment and communication tools used for business functions and programs project and task coordination including computers and software programs relevant to work performed


LICENSES AND CERTIFICATION REQUIRED:

  • A valid California Class C Drivers License is required
  • Possession of or ability to obtain within the probationary period a valid California Class B Commercial Drivers License with Tanker endorsement and Medical Certification is required at the time of appointment or within the probationary period
  • A valid California Class A Commercial Drivers License for airbrakes and manual transmissions is highly desirable
  • Possession of a valid California Water Environment Association (CWEA) Collection System Maintenance Grade II certification is required at the time of appointment and possession of or the ability to obtain CWEA Collection System Maintenance Grade III certification is required within the probationary period
  • National Association of Sewer Service Companies (NASSCO) Pipeline Assessment Certification Program (PACP) certification is required within one year of appointment to this position
  • National Association of Sewer Service Companies (NASSCO) Lateral Assessment Certification Program (LACP) certification is desirable
  • National Association of Sewer Service Companies (NASSCO) Manhole Assessment Certification Program (MACP) certification is desirable
  • OSHA competence certification in trench shoring is highly desirable
  • Maintain at all times the licenses and certifications required for this job classification


SPECIAL REQUIREMENT:

Must be available for standby duty and is subject to periodic call-out during off-time hours to assist in emergency repairs and to work various shifts
