Position: UCPSA Payroll Manager
Hours: Full-Time Exempt M-F 8:00am-5pm and flexible as needed by the agency
Salary: $62000-$70000 DOE
Location: Tucson Arizona (on site position)
Position Summary:
UCPSA is seeking an experienced service-oriented Payroll Manager to oversee the agencys complex multi-department payroll operations. This position supervises a payroll staff of 5 and processes payroll for over 1800 employees. The ideal candidate is a confident leader with excellent communication skills and the ability to ensure accuracy and efficiency while meeting tight deadlines.
Key Responsibilities:
Leadership & Supervision
-Lead supervise and support the payroll team fostering a culture of accountability collaboration and excellent customer service.
-Provide training mentoring and development to payroll staff ensuring clarity of roles and responsibilities.
-Ensure team members are cross-trained and that strong backup systems are in place for all key payroll functions.
-Communicate payroll updates policies and deadlines to internal departments and field employees.
Payroll Processing & Compliance
-Manage and oversee end-to-end bi-weekly payroll processing to ensure accuracy timeliness and compliance with internal policies and federal/state regulations.
-Year-end W2 review and processing
-Submit review and transmit final payroll files including transfers and adjustments using the payroll system.
-Review and approve all payroll-related administrative changes such as new hires terminations salary changes bonuses PTO benefits garnishments and other deductions.
-Ensure compliance with state and federal laws agency policies and audit requirements.
-Manage unemployment claims employment verifications wage garnishments and retirement plan contributions.
Vendor & System Management
-Serve as the primary liaison with the payroll service provider to resolve issues implement updates and ensure optimal system performance.
-Maintain update and troubleshoot payroll system configurations in coordination with IT and vendor support.
-Generate and distribute custom payroll and audit reports as requested by leadership.
-Manage manual check processing and reconciliation when needed.
Process Improvement & Cross-Department Collaboration
-Collaborate regularly with HR Billing and Care Coordination departments to streamline workflows ensure accurate data sharing and improve payroll-related systems and services.
-Provide support to ensure the agency meets compliance with programs such as Electronic Visit Verification (EVV).
-Help identify process improvements and lead the implementation of best practices.
Reporting & Reconciliation
-Reconcile payroll transactions and balance payroll accounts bi-weekly.
-Review payroll liability reports and ensure timely tax filings and deposits.
-Main contact for Workers Compensation audit
-Respond to inquiries from auditors department heads and the Controller with accuracy and professionalism.
Other Duties
-Maintain strict confidentiality regarding employee and agency information.
-Ensure adherence to UCPSAs policies and procedures.
-Perform additional duties as assigned by the Controller or CFO.

Qualifications:
-24-year degree in Accounting Finance or related field required.
-3-5 years of payroll experience with at least 2 years in a supervisory or management role.
-Experience processing payroll for a large volume of employees preferably in a nonprofit or service-based organization.
-Proficiency with payroll and HRIS systems; Paycor/Paychex experience a plus.
-Knowledge of 401k plans and administration.
-Understanding of Payroll taxes and 941 Quarterly filing.
-Able to process year end W-2s and adjust for corrections
-Strong understanding of payroll regulations labor laws and compliance requirements.
-Demonstrated ability to produce and analyze custom payroll and financial reports.
-Intermediate/Advanced Excel and Microsoft Office skills; comfort learning new software systems.
-Excellent organizational time management and problem-solving skills.

-Strong interpersonal skills with a customer service mindset.
-Flexibility and adaptability in a fast-paced team-centered environment.
-Must be able to obtain a Level 1 Fingerprint Clearance Card and pass a DES background check
-Bilingual in English and Spanish a plus.
-Certified Payroll Professional (CPP) preferred.
