Job Description

In order to be considered for this position candidate must be serving in the title permanently or be reachable on the civil service list.

The Office of Safety Education and Outreach (SEO) seeks a Director of Budget Grants and Personnel to manage all processes related to funding and budgeting for resources for citywide traffic safety education programs and for staffing to support the Citys Vision Zero plan. The Director will report to the Assistant Commissioner directly and will lead the annual budgetary process to fund ongoing projects and new initiatives and will also work with OMB the DOT Budget Office State grantors the Mayors Fund to Advance NYC and other City agencies to identify and apply for sources of funding and ensure that funds are spent fully and appropriately. The Director will supervise the SEO Fiscal Officer who is responsible for all procurements for the unit including large service contracts consultant projects and the purchase of supplies and materials for a variety of educational programs. The responsibilities of the Director will include: working with the unit program Directors and Fiscal Officer to create a detailed yearly OTPS budget for each funding source assigning staff to appropriate budget lines monitoring the use of funding throughout the year determining when budget modifications are needed and requesting funding for new needs that arise. Supervisory responsibilities will include: overseeing the work of the SEO Fiscal Officer providing guidance on funding and timelines for various purchases; monitoring the progress of contracts purchase orders and payments; and evaluating the Fiscal Officers work performance and ensuring any necessary training on fiscal procedures and systems is provided. The Directors responsibilities will also include: developing and submitting proposals for the NYS Governors Traffic Safety Committee for highway safety grants; staying updated on State and City goals to coordinate initiatives through grant-funded programs researching traffic safety data and emerging issues; reviewing and making recommendations on grant-funded educational materials; managing all grant-related activities including expenditures; deliverables fiscal claims evaluations and reporting; and providing guidance to partner agencies and non-profit organizations on state funding opportunities and application procedures. The Director will serve as the NYC STOP-DWI Coordinator responsible for administering the multi-agency NYC STOP-DWI program approving agency funding requests and expenditures acting as a liaison between the State and City agencies participating in STOP-DWI and OMB; developing an annual citywide STOP-DWI Action Plan of countermeasures to reduce intoxicated driving; providing progress reports to the State; handling program audits; and ensuring participating agency claims are paid in a timely manner. The Director will also act as a liaison to the NYC Mayors Fund to help create proposals for private funding of traffic safety education projects; administer NYC DOT funding drawers at the Mayors Fund; prepare expenditure proposals to use existing funds; review consultants work and submit payment requests for completed addition the Director will: collaborate with the DOT Budget Office and the ACCO to draft scopes of work and determine costs for large and multi-year budgeted vendor contracts; represent the agency at meetings and conferences with state grantors; participate in NYC Traffic Safety Board NYC STOP-DWI Task Force and NYC STOP-DWI Policy Group meetings and manage related special assignments and administrative tasks including submitting Directive 1 PEG exercises and Overtime Waiver Requests. The Director will also handle personnel matters for the SEO unit which will include recruiting job candidates and managing the hiring process providing support to staff members on personnel-related issues such as civil service titles and exams leave and reasonable accommodation paperwork disciplinary matters and other matters that require a addition the Director will help leadership create timely assessments of staff oversee the performance review and task and standards processes update org charts and rosters and assist the Assistant Commissioner with any additional personnel matters that arise.

Qualifications :

1. A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area. 18 months of this experience must have been in an executive managerial administrative or supervisory capacity. Supervision must have included supervising staff performing professional work in the areas described above; or
2. A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above including the 18 months of executive managerial administrative or supervisory experience as described in 1 above.
