Job Description

Position Profile


The Administrative Office of the Courts (AOC) is seeking a highly motivated and qualified individual to take on the role as our next Senior Business Analyst.This is a senior professional level job that is a key contributor in applying advanced knowledge of a wide-range of court business and technology principles concepts and practices through extensive experience and skills in applying this knowledge to complex projects. This position also works independently on all levels of an assignment and provides mentoring training and guidance to other business analysts on how to perform the functions as a business analysts. Coordinates and oversee the work of other business analysis staff as it relates to a specific project.


Reporting to the Associate Director within the Court Services Division (CSD) this senior-level business analysis professional coordinates business analysis activities for court business and technology needs for the court and the AOC. This position also provides a comprehensive and advanced understanding of the court business perspective and customer experience to identify and develop solutions for business needs. This senior-level business analyst will be viewed as an expert on the process and best practices for conducting requirement practices at the AOC.

Salary: Range 72: $93804 - $123 084 per year (DOQ).

WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION


AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to an interview and currently reside outside of Washington State seek more information about residency requirements from the AOC hiring manager of this recruitment.


This position requires you to be in the office at least one(1)day per week.

Duties and Responsibilities


Some of the duties you will perform are:

  • Provides input and decision making to a specific line of business for the agency.
  • Provides a comprehensive and advanced understanding of the court business perspective and customer experience to identify and develop solutions for business needs.
  • Translates court business strategy into detailed business requirements priorities and use cases.
  • Translates complex business processes and technical needs to others.
  • Completes complex tasks using advanced knowledge and skill including developing new processes and working with internal and external customers and stakeholders.
  • Improves court business processes and focuses on broader court and technology issues.
  • Analyzes data and leads projects that rely on the specific type of expertise.
  • Builds awareness and understanding and creates buy-in for the line of business vision both internally and with key external partners.
  • Scopes and prioritizes activities based on business and court customer impact.
  • Maintain relationships and partnerships with court customers justice partners and vendors.
  • Transforms and improves court business processes through collaboration with the court community to determine statewide business needs and establish local configurations for technology systems.
  • Collaborates with the CSD and other lines of businesses across the agency for shared vision and strategic planning purposes.
  • Works closely with Information Services Division (ISD) to deliver services to courts and Washington citizens.
  • Provides input to Project Managers in the development and formulation of project deliverables tasks and schedules.
  • Provides guidance and leads the work of the business analysts associated with the line of business and provides feedback and counsel to improve efficiency and effectiveness.
  • Provides basic training for assigned duties instructs and monitors work product and quality resolves procedure or workflow conflicts and informs and provides input to management regarding needs issues or concerns.
  • Has full authority to plan prioritize and handle all duties within the assigned area of responsibility.
  • Represents the agency in events conferences etc.
  • Performs other work as assigned.

Qualifications and Credentials


  • A Bachelors degree in court administration computer science criminal justice business administration public administration or closely allied field;


AND


  • Seven (7) years of combined experience in business analysis business process management court administration requirements engineering systems analysis IT project involvement or systems integration.


A combination of education and experience demonstrating a working knowledge of the duties responsibilities and competencies of the Senior Business Analyst may substitute for qualifications listed.

  • Guide mentor and coordinate business analysis staff with their work time and resources to accomplish goals and objectives; ability to accurately assess resources needed to carry out planned actions.
  • Ability to effectively communicate both orally and in writing with a varied and diverse audience.
  • Ability to understand customer expectations and deliver work products meeting those expectations.
  • Ability to analyze highly complex high visible technical issues and requests presenting concise relevant and well-documented findings in alignment with industry best practice as well as internal policy and procedures.
  • Ability to independently develop and maintain process standards for system and business requirements and documentation in the Software Development Lifecycle (SDLC) processes such as Waterfall Agile or other methodologies and processes.
  • Ability to develop and lead requirement elicitation and documentation standards in Agile and Waterfall development environments.
  • Ability to earn trust respect and confidence of coworkers customers through the use of objectives timelines action plans and solutions.
  • Ability to identify analyze and resolve problems in a consultative manner bringing problems together with recommendations for solutions.
  • Ability to think critically exercise judgment and make sound decisions and recommendations consistent with project and/or organizational objectives.
  • Prioritize and adjust priorities within workload assignments based on business need and/or direction from senior staff or management.
  • Ability to self-initiate achieve excellent results with little need for direct oversight.
  • Knowledge/understanding of the overall impact of the enterprise such that they can independently deal with high risk high profile initiatives impacting services.
  • Ability to understand the overall impact and interconnections of the AOC system infrastructure.
  • Knowledge of organizational business processes computer applications operating systems and current technologies available to facilitate product and service delivery to customers.
  • Ability to collaborate with subject matter experts and project team to implement the business vision by analyzing and negotiating tradeoffs between usability and performance needs.
  • Ability to exercise judgment and make timely and sound strategic decisions and recommendations consistent with organizational objectives.
    Knowledge and understanding of the interaction and mission of interested groups boards committees & judicial staff regarding services/support provided by AOC
