The Department of Natural Resources Division of Mining Land & Wateris recruiting for a Analyst/Programmer 1/2/3/4 in Anchorage.


This position is open to Alaska Residents only.

What You Will Be Doing:

Based on your level of knowledge and experience you will be hired at a level 1 2 3 or 4 Flex position.As a full-time Analyst/Programmer 1 through 4 you will be working with a fun creative team to maintain DMLWs website and web application stack; developing testing and producing web-based line-of-business applications and databased of varying levels of complexity in support of the State of Alaskas land and water management; along with documenting your work supporting users via a support ticking system and continuous improvement of processes as a team. Your work will actively benefit Alaska Alaskans your coworkers both immediate and across the division and our divisions mission of putting Alaskas resources to work - now and in the future.

The Division of Mining Land and Water focuses on putting Alaskas land mineral and water resources to work - now and in the future - through a balance of development and conservation while actively minding the public interest. We manage 105 million acres of upland tideland and submerged lands as well as navigable waters.


The IT Services section develops and supports a variety of software to support this mission favoring active collaboration with our fellows across the agency to continuously improve and optimize both their work and our own.

As a full-time Analyst/Programmer you will be working with a fun creative team to maintain DMLWs websites and web application stack; developing testing and producing web-based line-of-business applications and databased of varying levels of complexity in support of the State of Alaskas land and water management; along with documenting your work supporting users via a support ticking system and continuous improvement of processes as a team.


If selected as a Senior Developer or A/P 4 you would be recognized as a Team Lead who would also mentor and assist in prioritization of projects and tasks making sure each junior developer was on track with projects they are working on by giving feedback and insight to project planning next steps or something to that effect.

We are looking for a candidate who possesses the following position-specific competencies.

Minimum Qualifications

Analyst/Programmer 1 Starting Salary $1999.50

Successful completion of nine (9) semester hours of college-level coursework in computer languages or system analysis.

OR

Three months of actual computer programming experience.

OR

One year of work experience using a computer for analysis including experience in the use of computer reporting languages spreadsheets or statistical packages.


Analyst/Programmer 2 Starting Salary $2296.50

One year of computer programming experience in a recognized computer language. One year of the experience must have been in a business application scientific application microcomputer or computer system user support specialty.


Substitution:

A bachelors degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester or (24) quarter hours of CS or CIS may substitute for all of the required experience. An associates degree in computer science or computer information systems may substitute for nine months of the required experience.


Analyst/Programmer 3 Starting Salary $2646.00
Two years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application scientific application microcomputer or computer information management support specialty.


Substitution:

A bachelors degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associates degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.


Analyst/Programmer 4 Starting Salary $3028.50
Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application scientific application microcomputer or computer information management support specialty.


Substitution:

A bachelors degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester/(24) quarter hours of CS or CIS may substitute for one year of the required experience. An associates degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.


Special Note for all levels:

An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option an applicant may receive a conditional job offer; however proof of completion will be required prior to final appointment and reporting for duty.


Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. These requirements will be the basis for recruitment and selection.

For some positions in these job classes a background investigation including fingerprinting is required.

Technical Writing Sample

If invited to an interview you will be required to provide a technical writing sample demonstrating your documentation of coding projects you have previously worked on and completed. The length should be sufficient to fully demonstrate your documentation style and habits.


Supplemental Questions

The State of Alaska (SOA) utilizes four proficiency levels to measure and describe an applicants level of competence in applying certain behaviors knowledge skills and abilities to accomplish a specific task. The four proficiency levels are Mastery Fluency Literacy and Discovery. You must rate your proficiency level for each competency listed in the supplemental questions.


Education

If post-secondary education is required to meet the minimum qualifications you must fill out the Education section of the application. If you have not yet obtained a degree please indicate the units you have completed. Copies of transcripts are required to verify educational credentials if used to meet the minimum qualifications for a position.

Classification Study Notice

Flexible Staffing

This position is flexibly staffed. The level of the job offer will be based on the selected candidates credibly possessed and proven competencies. If hired at the lower level you will be promoted to the higher level after completing the training plan and demonstrating competency in the work.
