The Chief Operating Officer (COO) serves as the operational lead for the Division of Child and Family Well-Being (DCFW) providing executive-level oversight of all internal operational functions. This role supports the Director and senior leadership in aligning day-to-day business activities with division goals and objectives. Responsibilities include supervising operational staff coordinating performance management processes guiding strategic communications and ensuring system-level integration across finance HR legal IT and administrative functions.
The position contributes to the overall success of DCFW by managing efficiency across strategic initiatives supporting informed decision-making through data analysis and reporting and maintaining effective collaboration with internal stakeholders and shared service units. This role ensures operational cohesion that enables DCFW to deliver integrated equitable services to children and families across North Carolina.
Overseeing operational planning and implementation in alignment with DCFWs strategic goals.
Managing business functions including human resources coordination IT systems oversight and cross-functional collaboration with shared services.
Supervising and supporting staff responsible for operational functions across DCFW.
Leading performance management operational accountability and division-wide reporting processes.
Coordinating strategic communication and internal engagement in partnership with the Office of Communications.
Leading development and monitoring of operational indicators work plans and productivity targets.
Supporting the Division Director with planning and execution of large-scale initiatives.
Advising on budget preparation resource allocation and operational impact analysis.
Collaborating with other DHHS divisions and external partners on systems integration.
Guiding operational policy development and standard operating procedure documentation.
