About Us
The Regional Operations and Infrastructure Branch enhances the safety and resilience of our Province by:
- Strengthening critical communications infrastructure through the establishment and oversight of the Public Safety Field Communications Agency. The Agencys mission is to create a Centre of Excellence in the delivery of public safety communications dispatch and related technologies across Nova Scotia and Atlantic Canada
- Establishing and maintaining Regional Emergency Operations Centres (REOCs) in 6 regions in Nova Scotia. The REOCs provide leadership in building regional emergency operations networks; ensuring collaborative efforts around emergency planning training and exercising and developing regional plans for equipment and stores to support emergency response
- Coordinating response to regional emergencies
- Strengthening local and regional emergency preparedness through outreach and education to Nova Scotians at community events schools organizations and through information sessions
- Fostering strong collaboration communication and emergency management planning with regional partners including the development and coordination of regional Nova Scotia Guard networks
- Providing information to the Provincial Coordination Centre and the 24/7 Watch Desk staff to ensure real-time situational awareness coordination and support during emergencies and actioning critical information received from the Provincial Coordination Centre in the regions
About Our Opportunity
The Public Safety Field Communications Agency is responsible for managing public safety and public works two-way radio communications infrastructure and dispatch services on behalf of the Province.
Working in an emergency management and public safety operations context the Technical Specialist is responsible for providing highly specialized radio-frequency (RF) and Information Technology (IT) related services supporting the delivery of mission-critical services. The specialist will work closely with PSFCs service manager on a daily basis and be responsible for researching specifying installing inspecting and maintaining various specialized equipment supporting Public Safety Field Communications and DEM as a whole including the mobile communications support program tower site infrastructure and the Regional Operations and Infrastructure facilities of DEM. They will contribute to technical proposals establishment of standards and maintaining documentation and verify the work of various third-party contractors who work in and support the technology environment and DEM facilities. They will help non-technical staff in DEM and in client agencies navigate a world of changing public safety technology through the provision of expert level technical advice.
Primary Accountabilities
- Installs configures maintains upgrades or replaces specialized electronic and networking equipment supporting PSFC and Regional Operations and external partner public safety providers. This may include testing configuring and programming equipment such as mobile radios wireless internet video surveillance systems distributed video display systems dispatch and paging equipment antenna systems voice recording technology networking and firewall technology and other technologies.
- Assists clients and staff by turning conceptualized operational needs into technical solutions. Researches develops designs and evaluates technologies available to deliver the desired services;
- Monitors the performance of mission-critical communications networks servers and systems to assure reliable and continuous the event of failures or poor performance investigates root causes through field inspection and documentation reviews determines implements and tests corrective actions as required in conjunction with other parties. Ensure regular backups are carried out on critical system data.
- Works closely with the PSFC Service Manager on the research and development of various technical standards and inspection criteria.
- Supports technology in the Shubenacadie Radio Communications (Dispatch) centre such as dispatch consoles voice recording technology and IP equipment.
- Provide technical expertise and input on the development and evolution of new and innovative systems and technologies.
- Deploy to emergency sites such as forest fires floods search and rescue or communications system failures. Support departmental staff and collaborators by acting as a Communications Technician (COM-T) within the Incident Command System structure. Support emergency deployments or modifications to IT and radio equipment.
Qualifications and Experience
The ideal candidate will exhibit a commitment to high-quality service delivery focusing on meeting client needs through the effective delivery of technology solutions. Proven expertise in public safety communications technologies is essential as is demonstrated experience delivering on complex projects.
The successful candidate will have completed at minimum Grade 12 education and related trade or technical training (such as Electronics Engineering Technician or Technologist program) and have seven years of related experience following course completion or an acceptable combination of education and experience.
Related experience must include:
- Experience working with mobile radio or related mobility systems.
- Familiarity with antennas multicouplers and repeater equipment and programming/tuning thereof
- Experience in custom equipment installations (i.e. mobile radio vehicle/antenna installations)
- Good knowledge of IT systems
Assets include:
- Familiarity with public safety field operations
- Knowledge of Nova Scotias Trunked Mobile Radio System design and operations and/or the APCO P25 radio standard.
- Radio licenses such as Marine Aeronautical Amateur Radio
- Familiarity with Cyber Security practices and principles for radio systems
- Experience with distributed video or surveillance systems

- Nine years of directly related experience.

Working Conditions
- Normal work week is 35 hours/week 7 hours/day
- After hours standby may be required during emergencies
- Will travel frequently to work sites throughout the province
- Some requirement to work overtime especially during travel around the Province or during emergencies such as forest fires

Salary Range: $2683.02- $3116.30Bi-Weekly
