Data Governance Analyst (Transformation Lead)
Description:
Seeking a contractor to support the implementation of the What Works Cities (WWC) Certification Program powered by Bloomberg Philanthropies. The goal is to complete the work to obtain all three of the What Works Cities Certifications (Silver Gold and Platinum) within 18 - 24 months. The Data Governance Analyst will complete all WWC assessment stages and tasks related to the completion of the What Works Cities Certifications.
Role Summary:
The ideal candidate will provide project and program support for all phases of the WWC assessment and certification process. You will work closely with the Data Governance & Compliance Manager to build out governance frameworks track evidence and milestones maintain documentation and manage uploads to the Results for America dashboard.

WWC Certification Support
- Coordinate with WWC support teams and technical advisors to complete certification assessments and tasks.
- Manage uploads and documentation in the What Works Cities Assessment Dashboard.
- Support preparation and submission of the official WWC application and self-assessment.
Program Management
- Track milestones deliverables and risks across the WWC certification timeline.
- Maintain and report on program status using dashboards and reporting tools.
- Provide regular updates via weekly reports and monthly status briefings.
Data Governance Support

Assist the Data Governance & Compliance Manager in gathering drafting and uploading foundational governance documentation (frameworks policies charters risk assessments etc.).

Create and maintain a Data Stewardship Roles Matrix and Incident Response Protocols aligned with governance best practices.
Communications & Change Management
Training & Documentation

Support the creation and facilitation of internal training on data governance and compliance.

Upload curriculum and materials for ongoing learning sessions.

Proven experience with program or project management preferably in a government public sector or non-profit environment.
- Understanding of data governance principles documentation and compliance practices.
- Strong organizational and communication skills.
- Proficiency with dashboards reporting templates and online systems for documentation and progress tracking.
- Ability to manage multiple deadlines and deliverables with minimal supervision.
- Upload Data Governance Framework & Charter within 90 days of hire.
- Upload Data Policy & Standards Manual within 120 days of hire.
- Support regular training sessions; maintain training documentation.
- Maintain quarterly status reports and audit documentation.
- Submit weekly time and task reports and monthly milestone updates.
