Description of Work




This position is located at DPS - Juvenile Justice Central Office in Raleigh NC.

This position acts as the primary point of contact for addressing personnel matters as the liaison for Facility Operations. This position needs strong communication skills and ability to explain critical programs and policies (eg. Annual Open Enrollment Americans with Disabilities Act (ADA) Workers Compensation Short Term Disability Extended and Long Term Disability Family Medical Leave (FML) Voluntary Shared Leave Employee Assistance Program (EAP) Educational Assistance and others). This position will also benefit from a working knowledge of policies relating to grievances disciplinary actions etc.

This position assist with screening hiring packets scheduling interviews completing reference checks mailing pre-employment information to selected candidates completing final hiring paperwork and coordinating start dates with Facility personnel and notifying appropriate personnel of such. Responsible for creating organizing and maintaining all personnel records for permanent and temporary staff positions both occupied and vacant through the use of file maintenance and reports from the Integrated HR-Payroll System. This includes maintaining position history files on all permanent positions according to DPS policy. Position serves as the time administrator for the unit.

The position may be called on to conduct training on the HR payroll system New Employee Orientation Benefits and other training as needed to support Facilities.

Position will have an opportunity to perform financial accounting or payment processing/reimbursements at times when needed.

Employment / Recruitment

Position provides BEACON support to employees to include time administration and benefit selections; manages the units identification system; forward new employee hiring packets to selected candidates and coordinates screening appointments with the Regional Employment Office (REO); serve as the liaison between the unit and the REO; assist with screen applications schedule interviews serves as a member of the interview panel as needed; manage new employee files from inception to final closure; assist new employees with benefits; troubleshoot BEACON issues for employees; coordinate criminal record checks with the REO and Juvenile Justice personnel technicians; complete candidate pre-approvals and notify candidate of approval once salary is calculated; complete reference checks; complete paperwork for personnel actions; complete I9 forms for new hires.

Employee Benefits Administration

Serves as the subject matter expert on benefits administration and communicates with managers and employees on related policies to include but not limited to healthcare dental and life insurance Americans with Disabilities Act (ADA) Workers Compensation Short Term Disability Extended and Long-Term Disability Family Medical Leave Act (FML) and Voluntary Shared Leave.

Time Reporting and Management

Serves as the subject matter expert on policy requirements and employee time entry for leave categories to include but not limited to personal and sick leave holiday pay military leave civil leave Family Medical Leave (FML) Leave Without Pay (LWOP) Leave of Absence (LOA) Voluntary Shared Leave (VSL) Adverse Weather Leave and Community Service Leave.

Position Control and Records Management

This position is responsible for creating organizing and maintaining personnel and medical records for active and inactive permanent and temporary staff positions in accordance with DPS policy and the Functional Schedule for North Carolina State Agencies.

Work Schedule:
This is a full-time position. Work hours for this position are Monday-Friday 8AM-5PM.

Management Preferences: These skills are not required but managers may choose to interview/select applicants who demonstrate Management Preferences.

  • Human resources experience in a generalist type role with knowledge of a variety of HR areas.

  • Human resources experience that has reached the point of serving teams with 20 or more employees.

  • Demonstrated experience with Microsft Excel.

  • Demonstrated experience entering employees time using time management organizational systems.

  • Experience with North Carolina State Department HRIS systems.

Minimum Education and Experience Requirements

Associates degree typically in Human Resources from an appropriately accredited institution or relevant field and no years of experience required;
or
High school or General Educational Development (GED) diploma and 2 years of progressive experience in Human Resources.
