Job Description

APPLICANTS MUST BE PERMANENT IN THE PRINICIPAL ADMINISTRATIVE ASSOCIATE CIVIL SERVICE TITLE.

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible.

DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA) Supplemental Nutrition Assistance Program (SNAP) IREA HASA and MISCA Medical Assistance (MA).

Under the general direction of the Director of Supplemental Nutrition Assistance Program (SNAP) Fair Hearing (FH) Compliance Operations with wide latitude for the exercise of independent judgment and initiative the SNAP FH Operations Manager is responsible for the administration operation and control of the city-wide fair hearing office. This office is responsible for the tracking and monitoring of fair hearing requests conferences and packet preparation hearing representation and decision compliance for the centralized SNAP Fair Hearing Compliance Unit

Fair Hearing Administration is recruiting for one (1) Principal Administrative Associate III to function as SNAP Fair Hearing Operations Manager who will:

-Coordinate and provide guidance to the section supervisors who oversee the SNAPS Fair Hearing activities ensuring that individuals are serviced in an expeditious manner and in compliance with Federal State and Local laws and regulations.

-Review procedure and provide proper interpretation of Federal and State procedures and regulations to resolve issues related to SNAP eligibility processing; intervenes in difficult cases to ascertain that rules of determination are properly applied; liaises with the SNAP Fair Hearing Compliance Unit to ensure that documentation requested supports the agencys position so that fair hearings are properly adjudicated.

-Monitor and consult with the Operations Manager on overall SNAP Fair Hearing problems; evaluate situations where clients may require emergency appointments the same day; authorize emergency payments and provide guidance in difficult or unusual cases.

-Review weekly activities and prepare statistical administrative reports detailing the SNAP Fair hearing staff to assist them in measuring the cases completed and in determining needed changes or improvement of methods; recommend appropriate corrective action as necessary.

-Liaise with the Office of Quality Assurance (OQA) in auditing SNAP application cases and monitoring case management activities to ensure eligibility determination and that these cases are handled according to Agency guidelines are in compliance with current Social Services law.

-Oversee the implementation of new and/or revised SNAP policies and procedures; evaluates the clients scheduling and monitors case processing activities; conducts regular reviews of outcome reports audits and assesses participants feedback.

Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A four-year high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
