Position Information


Empowering Dialogue Strengthening Teams; Championing Fair Workplaces Through Strategic Labor Relations.

The Department of Human ResourcesLabor Relations and Training Division is seeking aLabor Relations Specialist IV in Honolulu. Under general supervision this position performs as principal staff specialist on a union/management team involved in negotiating of collective bargaining agreements; serves as principal specialist in administering the negotiated collective bargaining agreements; and regularly performs the most difficult and complex labor relations assignments.

Duties and responsibilities include but are not limited to:
  • Participating in dispute resolution matters including providing departmental assistance in processing of grievances assuring that adequate documentation and safeguards are developed to resolve grievances and ensure proper administration of collective bargaining agreements.
  • Meeting and discussing labor relations matters with department heads managerial and supervisory personnel attorneys and union officials/agents in attempting to resolve problems and grievances.
  • Determining procedures or strategies to utilize in preventing similar future problems.
  • Providing advice and assistance to management in interpreting personnel laws rules policies and collective bargaining agreements including the most difficult and complex labor relations issues.
  • Participating in the contractual grievance procedure including but not limited to: serving as hearings officer for formal grievances at the Employer level; and advocating or assisting Corporation Counsel in advocating grievances at arbitration.
  • Participating in collective bargaining negotiations for an assigned bargaining unit(s) including but not limited to: development of management proposals; review of Union proposals and evaluation of impact on operations costs employee morale etc.; conferring with department heads and other officials to determine the impact of the Unions proposal(s) and finding alternatives to meet managements needs or concerns; evaluating problem areas in contracts for possible correction in renegotiations; and conducting research on existing policies guidelines and practices within the City and in other addition may assist in the costing of proposal.
  • Serving as Employer spokesperson as assigned or arbitration panel member and may take lead role in multijurisdictional negotiations and arbitration proceedings.
  • Participating in the development and delivery of training to City managers supervisors and/or employees on labor relations matters.
  • Preparing bulletins to disseminate information to management on important labor relations concerns resulting from legal actions and/or arbitration decisions.
  • Promoting cooperation and understanding of Union and management relations by participating in informational programs and conducting supervisors training courses.
  • Participating in the development of administrative rule and policies. Develops manuals or instructional documents to interpret contract provisions.
  • Participating in the development of administrative rules and policies and evaluates their effectiveness for future improvement.
  • Providing assistance to assigned departments in the development of employee policies and programs to meet operational objectives.
  • Analyzing information which may form the basis for modifying or initiating new employee policies or programs.

Minimum Qualification Requirements

EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited four-year college or university with specialization in public or business administration psychology or a related field.

EXPERIENCE REQUIREMENT:
Four years of progressively responsible professional experience in personnel (human resources) management three of which must have been inlabor relations.

Such experience must have demonstrated:
  • Knowledge of the principles and practices of public personnel administration organization and management.
  • Knowledge of the principles and practices of labor-management relations.
  • Knowledge of negotiating methods and techniques.
  • Knowledge of the methods and procedures for grievance processing.
  • Knowledge of contract interpretation.
  • Knowledge of laws rules regulations and provisions relating to civil service personnel and collective bargaining.
  • Knowledge of research methods and techniques.
  • Knowledge of various kinds of occupations and sources of occupational data.
  • Ability to advise on analyze and explain personnel management principles laws rules regulations and collective bargaining agreements.
  • Ability to supervise and coordinate the work of others.
  • Ability to conduct research and studies on personnel practices.
  • Ability to evaluate personnel programs and practices and recommend techniques and methods for improving their effectiveness.
  • Ability to plan and develop comprehensive personnel programs for line agencies.
  • Ability to prepare clear and concise written reports participate effectively in collective bargaining negotiation meetings and deal effectively with others.
NON-QUALIFYING EXPERIENCE:
Most work experience in a supervisory or managerial position includes responsibility for human resources functions. However if theprimaryresponsibility of the position is not concerned with professional human resources management and labor relations work such experience is not considered qualifying.

Clerical or technical experience in a personnel program involving work that is limited to the application of personnel rules regulations and procedures in support of the personnel functions described above is also not considered qualifying toward the required professional human resources management and labor relations work.

Having the required number of years of experience will not in itself be accepted as qualifying for the position. Your overall experience must have been of such scope level and responsibility as to conclusively demonstrate the ability to perform the duties of the position.
