Seattle Public Utilities (SPU) is seeking an exceptional leader to serve as the Development Services Office (DSO) Operations Manager (Mgr. 3). This is a rare opportunity to manage a high-performing team that helps drive responsible development across our city while delivering exceptional service to customers and stakeholders.
In this role youll oversee SPUs Service Delivery Teams providing operational leadership for utility permitting plan reviews and service connections that support Seattles growth. Youll also guide technical and professional staff as they evaluate development and construction plans ensuring compliance with city requirements and seamless connections to SPU systems.

In this role you can expect to:
Lead and inspire a multi-disciplinary team facilitating new connections to SPUs water drainage and wastewater systems
Oversee utility permitting processes including plan reviews and issuance of Water Availability Certificates
Ensure operational excellence and maintain audit-ready standards for all financial transactions within the DSO
Resolve complex technical legal and engineering issues impacting utility infrastructure
Set clear fair and consistent requirements for development projects ensuring transparent communication with developers and stakeholders
Drive process improvements to enhance efficiency customer experience and alignment with SPUs goals
Manage a diverse team of 17 technical and professional staff including one Manager one Supervising Capital Project Coordinator multiple Capital Project Coordinators and several Associate Civil Engineering Specialists
Build and sustain a high-performing customer-focused team through coaching planning and performance management
Manage system improvement contracts and interdepartmental agreements related to development activities
Oversee project management for development-related utility installations coordinating with crews and contractors
Monitor service delivery outcomes and implement strategies for continuous improvement
Education:A Bachelors degree from an accredited college or university or a certified equivalency for foreign studies in Business Administration Public Administration Urban Planning or related field.
AND
Experience: Five (5) years of progressively responsible experience in construction management operations administration project management or public policy including two (2) years of experience supervising/managing staff.
This position allows for the flexibility of a hybrid work schedule. Effective January 2025 City employees have the option to work remotely two days per week. Individual schedules will be agreed upon by the employee and their supervisor.

The full salary range for this position is: $124758.00 - $187105.68 Annually
