BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

WFP as the lead agency of the Logistics Cluster maintains a Global Logistics Cluster Support Team (GLC) basedinthe Supply Chain Divisionof WFP HQ in Rome. It is comprisedof adiverse multi-skilled group of logisticians and is mandated by the Inter-Agency Standing Committee (IASC) to complement and co-ordinate the logistics capabilities of co-operating humanitarian agencies during large-scale complex emergencies and natural disasters. The Objectives: Implement the Global Logistics Cluster Support Team work-plan specifically leading the operationcritical support in utilizing the logistics information exchange platform LogIE as established key information system for regional and national international Logistics Cluster Operations Select WFP emergency responses Sectoral Response and national sectoral response mechanisms preparedness and sustainable logistics activities its implementation scale-up and further development. Additionally ensure that Logistics Cluster operations at field level meet the expectations of partners anddonorsfor logistics support throughcoordinationinformation management and service provision. Reporting Lines: The officer reports to the Logistics Cluster Community Solutions Lead

ACCOUNTABILITIES/RESPONSIBILITIES:

1. Lead solutionprojects prioritizedinthe GLC work-planto facilitate andsupport the continued development of Logistics Cluster solutions and their integration into WFP systems in particular the logistics information exchange platform LogIE;

2. Incoordination withGLC management community solutions IM Operations Preparedness and TEC focal point lead the implementation scale-up and further development activities of LogIE and related integrations with WFP (field GIS services UNHRD etc.) GLC (as mobile APP dLCA and website) and Logistics Cluster Partners (like OCHA STOCKHOLM Dubai Humanitarian HOTOSM etc.) through project management data ontology specificationand transformationof GLC and WFP business requirements into technical requirements and activity planning;

3. Developand maintaina strategic product roadmap and comprehensive project planfor LogIE;

4. Review and maintain the project monitoring framework incl. SMART indicators on project progress operational supportperformance andactivity outcomes onfieldandgloballevel and report on a monthly basis on progress challenges and results;

5. Lead the project risks management and business continuity management for identifiedrisk scenarios andreview regularly- minimum quarterly- against contextual change6s;

6. Oversee timelinedeliverables andresources identify criticalprojectpaths aninitiate mitigation measures;

7. Coordinate LogIE development activities with WFP (especially IT and GIS department) and externalprojectpartnersto streamline cross-cutting activities andleverage synergypotentials;

8. Coordinate regular meetings withproject development team andcoordinate project sprints;

9. Implement LogIE intargetedoperations preparedness countries andto otherunits on demand;

10. Oversee the user feedback mechanism implementationtestingusage monitoring andproject team innovations and establish a continuous LoglE improvement mechanism regarding usability scope andfunctionality translate these into specifications andinclude them into the development pipeline;

11. Oversee project documentationactivities inproject logbookincluding regular meetings;

12. Maintainup-to-date a multi-language (min. EN FR ES)userdocumentationaddressing the entire scope of LogIE functions;

13. Incoordination with GLC training teamupdate when necessary: competency framework curriculum and training material for a self-learning training programme (e-learning) and blended direct learning for LogIE editors and conduct trainings upon request particularly the IM training integration;

14. Advise IM team indesigning maintaining internal andexternalinformationsharing mechanisms and systems; documentation formats assessment formats central file store operations archive reporting systems;

15. Designdata workflows andoversee the automatizationto integrate data sources incoordination with the respective operational units;

16. Analyse availabledata andcreate business processes andtemplatesfor the integrationof data into LoglE and interoperability with other tools and systems; 17. Backstopthe GLC Team byproviding technical support onIManddata analytics when required;

18. Where required support ongoing andsudden-onset emergency response activities ongloballevel or through field deployments;

19. SupportIM comms indevelopment of advocacy materials andcomms activities;

20. SupportIM inthe alignment of LogIE withthe GLC data operationalisation strategy;

DELIVERABLES AT THE END OF THE CONTRACT:

Continuous development of LogIE - androlledout according to annual roadmapagreed withGLC management. (available via link to all defined project countries). LogIE userdocumentationis regularlyupdatedandpublished multi-language (min. EN ES FR)by end of contract.

TargetedIM editors are successfully trained and operate LogIE autonomously (trainings held feedback mechanism) by end of contract.

Risk management framework designed and continuously applied where necessary reviewed on quarterly basis (risk management plandrafted contingencyplanfor identifiedriskscenarios drafted including monitoring indicators measures documented in project logbook).

The LogIE blended training has been updated to reflect the latest developments of the tool. When relevant updates have also been made to the competency framework curriculum documents training package and online e-learning module. Trainings are available upon request.

LoglE technicaldocumentation(software developmentsystem setupandrelease documentation) is regularly updated and available by end of contract. Projectprogresshas been measuredandstakeholdersinformedthrough monthlyprojectupdates (project dashboard and progress report submitted to GLC management and supervisors).

Project plan has been reviewed within first months of contract (project plan milestones roadmap) and has been executed according to plan and successfully implemented mitigation measures where needed (documented project logbook monthly project updates final project report drafted). Necessary specification support to project partners to setup and implement a data ontology data exchange mechanisms anddata sharing agreementshas beenprovidedanddocumentation has been created (specifications available online on LogIE information page).

Overall project progress has been recorded regular project team meetings - minimum bi-weekly - have beencoordinated andall necessary technical documentation has beenrecorded (meeting minutes project logbook technical documentation complete by end of contract).

Data workflows have been designedand automation has been established as requested throughout the deployment time (technical documentation drafted workflow running in production system).

. Regular user feedback sessions havebeenheldandoutcomes addressed(meeting minutes draftedand action items addressed in updated project plan). Assistance to training workshops andfurther project activities has beenprovided where needed.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education: University degree in Computer Science Data sciences Social Science (ideally in cross- over subject to data sciences) Engineering Math or relevant field with additional related work experience in information management and data analytics

Experience: Minimum of five years working experience in programming and project management preferrable related to software development data analytics and information management. Previous working experience in fields of supply chain and emergency logistics preferred.

Experience from humanitarian-related fields is strongly desirable. Working experience in the field of data analytics information management. Ideally working experience in the context of humanitarian aid international emergency response emergency preparedness or related fields. Knowledge & Skills: Profound knowledge of project management methodologies and tools. Strong understanding of database design and architecture. Strong knowledge in database analysis ideally python. Web development skills (php html JS) and GIS (ideally ArcGIS) are strongly desirable. Excellent skills in managing project stakeholders under tight deadlines and resource constraints in an engaging and solution-oriented environment. Excellent writtenand verbal communications skills; goodresearch and analytical skills; ability to meet deadlines and work under pressure as part of a team; excellent written skills; sound knowledge of Microsoft Windows Microsoft Office 365 especially Excel Word PowerPoint and other related software. Demonstrated ability in acquiring wrangling structuring manipulating and visualizing unstructured and structured data with BI platforms like Power BI and Tableau.

Languages: Fluency inspokenand written Englishis required; working knowledge of another UN language strongly preferred
