JOB SUMMARY

The Chief Operating Officer (COO) is a key member of the Executive Leadership Team responsible for ensuring organizational alignment programmatic excellence and effective internal systems that support PCCTs mission. The COO provides strategic leadership and operational oversight across all programs supervising Program and Data & Quality leaders to ensure cohesive service delivery measurable outcomes and alignment with the agencys strategic goals. This role requires both clinical and operational expertise as well as strong business acumen to ensure financial sustainability measurable outcomes and cross-functional alignment. The COO partners closely with the CEO and other executives to integrate mission with metrics manage complex funding streams and guide programmatic decision-making that advances PCCTs strategic vision.

PRIMARY RESPONSIBILITIES

Strategic and Operational Leadership

  • Lead the development and execution of a comprehensive program strategy aligned with organizational goals funding requirements and community needs.
  • Provide operational insight to the CEO on internal performance resource allocation and organizational efficiencies.
  • Ensure program alignment with PCCTs strategic plan capital campaign priorities and organizational growth initiatives.
  • Ensure data governance privacy and quality assurance systems are aligned with regulatory requirements and agency priorities.
  • Partner with the Director of Operations to ensure administrative facilities and IT functions effectively support programmatic operations and organizational goals.

Program Oversight and Business Performance

  • Supervise and support Vice Presidents and Directors across all programmatic departments ensuring coordinated service delivery accountability for outcomes and reduction of silos.
  • Use performance dashboards financial reports and evaluation tools to monitor and improve program efficiency compliance and effectiveness.
  • Ensure operational systems and workflows enable program teams to deliver services effectively and sustainably.
  • In collaboration with program leaders and finance oversee program budgeting ensuring cost-effective service models unduplicated use of funding and optimal use of restricted and unrestricted funds.
  • Supervise the Director of Data Management & QA ensuring agency-wide data and quality assurance systems support programmatic excellence operational decision-making and continuous improvement.

Talent and Culture Development

  • Develop and lead a high-performing multidisciplinary team with clear accountability role clarity and professional growth pathways.
  • Foster a results-driven trauma-informed and mission-aligned culture across all levels of program operations.
  • Partner with Human Resources to build managerial confidence across program leaders to navigate complex personnel and performance matters with professionalism and care.
  • Support program leaders in professional development performance management and creating a trauma-informed mission-aligned culture.
  • Support the Director of Data Management & QA in building staff capacity to use data insights for program evaluation and quality improvement.

External Relations and Community Partnerships

  • Collaborate with external partners as needed to ensure operational alignment and successful program delivery.
  • Support the CEO and other executives in preparing operational data and insights for external audiences.
  • Identify and leverage opportunities for joint ventures shared services or innovative cross-sector partnerships that advance PCCTs impact and financial sustainability.
  • Support advocacy and fundraising efforts by translating program data and family stories into actionable insights and policy recommendations.

Resource Development and Innovation

  • Partner with Development and Finance teams to align operational capacity with funding priorities and ensure programs are prepared to meet grant deliverables.
  • Identify and recommend operational innovations that improve efficiency client outcomes and staff well-being.
  • Help identify new revenue streams contracting models and funding diversification opportunities.
  • Champion innovation by evaluating pilot programs and emerging practices for strategic investment and scale.



Requirements

REQUIRED QUALIFICATIONS

  • Masters degree in Social Work Public Administration Healthcare Administration Business or related field (LCSW LPC or MBA preferred) or Bachelors degree plus experience in lieu of Masters degree.
  • Minimum of 10 years of senior-level leadership experience in a nonprofit healthcare or human services setting with direct oversight of multiple programs and large teams.
  • Demonstrated success in managing multimillion-dollar budgets complex funding sources (public and private) and data-driven program evaluation.
  • Strong business acumen with the ability to balance mission metrics and margin.
  • Excellent leadership interpersonal and change management skills.

PREFERRED QUALIFICATIONS

  • Deep knowledge of trauma-informed practices early childhood and family systems and community-based service delivery.
