- EMERGENCY MEDICAL SERVICES SPECIALIST
Salary may be negotiable within the range listed above based on position requirements and successful candidates qualifications subject to appropriate authorization.

This recruitment will establish an open eligible list. This list will be used to fill current and future Emergency Medical Services Specialist vacancies within the Health Care Agency. This eligible list may also be used to fill positions in similar and/or lower classifications.

THE DEPARTMENT
Emergency Medical Services (EMS) mission is to plan coordinate and oversee the highest quality prehospital and emergency medical care in response to individual needs and community crisis. Mutual cooperation patient advocacy advanced medical technology electronic documentation and evidence-based data are the EMS program major strengths.
THE OPPORTUNITY
The EMS Specialist position will perform the following:- Monitor EMS personnel adherence to Federal State and Local standards
- Responsible for Emergency Medical Technician (EMT) Paramedic and Mobile Intensive Care Nurse (MICN) application processing evaluation and reporting to various local state and federal agencies
- Responsible for investigations discipline and probation management for EMT Paramedic and MICN
- Evaluation of Criminal Offender Record Information submitted by the Department of Justice and the Federal Bureau of Investigation (FBI)
- Interpret and apply laws and regulations to specific situations and investigations
- Perform public complaint investigations; investigations based on arrest notifications from the department of justice and FBI
- Gather and analyze facts and evidence reason logically draw valid and concise conclusions and make appropriate recommendations
- Prepare written documents and accurate detailed investigation reports clearly and concisely
- Collaborate with stakeholders hospitals fire departments and ambulance providers to meet the needs of the agency
- Facilitate and monitor EMS Personnel licensing certification and accreditation
- Support processes within the Orange County Medical Emergency Data System (OC-MEDS)
- Serve as program representative on committees relating to transportation disaster licensing and certification and education issues
- Assist with EMT and ambulance provider licensing investigations as they pertain to healthcare and collaborate closely with divisional personnel
- Plan and organize the annual County-wide medical disaster exercise with system stakeholders
- Coordinate and continually assess EMS disciplinary procedures
- Establish and maintain cooperative working relationships with Federal State local law enforcement agencies and others
- Assist in the development of EMS pre-hospital policies and procedures
- Coordinate Administrative Law Judge hearings through the Office of Administrative Hearings
- Continual monitoring of EMS personnel placed on probation
MINIMUM QUALIFICATIONS & CORE COMPETENCIES
The ideal candidate will possess two (2) years of experience demonstrating knowledge in emergency medical services or public health/medical emergency management setting.
Additionally the ideal candidate will also possess extensive knowledge and/or experience in the following competencies:
Professional & Technical Experience- Understanding of using pre-hospital medical equipment for Basic and/or Advance Life Support purpose
- Working with emergency communication devices including Med-9 800 MHz UHF/VHF ReddiNet and satellite phone systems
- Understanding and applying of the following:
- State EMSA regulations including California Title 22 Division 9: Prehospital EMS California EMS Law and Health & Safety Code Division 2.5 as they pertain to Ambulance licensing EMT certification and re-certification Paramedic licensing MICN authorization continuing education requirements and ambulance company operational procedures and standards
- Orange County Emergency Medical Services (OCEMS) Policies and Procedures and the Orange County Ambulance Ordinance (OCAO) as they pertain to Ambulance licensing EMT certification and re-certification Paramedic licensing MICN authorization continuing education requirements and ambulance company operational procedures and standards
- Investigating problems complaints and inquiries related to EMS Personnel
- Obtaining and verifying evidence to support administrative action
- Preparing and serving notices of investigations and other official documents
- Locating and interviewing witnesses and persons suspected of violation
- Coordinating methods and procedures business correspondence report preparation statistical analysis and evaluations
- Analyzing and interpreting federal state and local regulations policies and procedures regarding the administration of EMS Personnel licensing certification accreditation and investigation
- Serving as an OCEMS representative for administrative law process for licensure action appeals
- Conducting quality assurance and improvement studies
- Providing support to the EMS Specialists responsible for EMS personnel certification accreditation and licensing standards
- Proficient with Microsoft Word Excel Outlook PowerPoint and Adobe Acrobat
Relationship Building Oral and Written Communication Skills- Collaborating with other public and private agencies such as hospitals fire departments ambulance providers and continuing education providers
- Establishing and maintaining positive working relationships by effectively communicating and collaborating with individuals across all levels of an organization developing oral written and electronic information into concise descriptive formats that effectively convey concepts conclusions and continuity of thought
- Adapting ones communication style to different audiences and/or situations
- Demonstrating excellent written and verbal communications skills
- Effectively performing investigation interviews and using investigative tactics to achieve an appropriate outcome
- Facilitating meetings to achieve consensus and foster cooperation
- Representing EMS Personnel at Emergency Medical Care Committee (EMCC); Base Hospital Coordinators (BHC); Fire Chiefs EMS; and State sponsored committees
- Presenting written and verbal correspondence reports and materials in a clear manner with correct and comprehensible terms ranging from general notes to concepts
- Cooperating and securing the assistance of Federal State and local law enforcement agencies
Organizational & Planning Skills- Scheduling meetings trainings audits and other work events using Microsoft Outlook
- Developing and coordinating public education programs specifically relevant to emergency medical preparedness by creating brochures marketing materials and public information media
- Flexible and open to new ideas and processes

SPECIAL QUALIFICATIONS- Candidates will possess a valid California Emergency Medical Technician Certification
- A valid California Driver License Class C or higher by date of appointment
PHYSICAL AND ENVIRONMENTAL CONDITIONS
Physical Characteristics: Independent body mobility to stand walk bend stoop sit for prolonged time and to drive a vehicle; strength to lift and carry up to 25 pounds; manual dexterity to reach grasp manipulate small objects and precision instruments to give injections take pulse and blood pressure; manual dexterity to hand write or use computer keyboard; vision sufficient to see/read gauges thermometers and calibrated measuring instruments labels on mediations computer screen; hear and speak well enough to communicate with the public at normal conversation level in person and over the phone.
Environmental Conditions: Will be required to work in an office; conduct field ambulance inspections wear protective equipment/clothing as required by protocol; may work in settings where patients who have communicable diseases are present or may have been; may be assigned to evenings weekends and/or holidays during activation of the EMS Department Operations Center/OC Operational Area Emergency Operations Center. May require travel and be required to use County-approved means of transportation for job-related travel.
