Job Description

Strategic Planning Subject Matter Expert (Special Programs SME IV)

Premier Enterprise Solutions is seeking a Strategic Planning Subject Matter Expert to provide analytical support to the DoD Mission Partner Environment Executive Agent (DoD MPE EA). This position actively supports the DoD MPE capability requirements management and strategic planning efforts. This includes collaborating with stakeholders to capture analyze and prioritize MPE requirements and warfighter needs and advocating for MPE requirements within the broader defense acquisition and capability development processes to ensure requirements are well-defined feasible and directly contribute to mission success within the MPE ecosystem.


Tasks will include:

  • Collaborate with DoD stakeholders to support oversight and alignment activities for DoD MPE capability requests to identify validated mission requirements and capability needs (CNs) to include staffing packages/actions. The contractor will then ensure alignment of CNs with strategic objectives joint warfighting functions organizational priorities and portfolio scope to promote a cohesive MPE capability approach amongst stakeholders.
  • Collaborate with DoD stakeholders to support a systematic capture of well-defined and feasible requirements for DoD MPE capability requests and requirements. The contractor shall draft and submit a high-level summary of all submitted requirements to include recommended solution/means to satisfy the requirement.
  • Collaborate with the SPB to support organizational alignment activities for DoD MPE capability requests and requirements and facilitate a common understanding of the risks issues and opportunities associated with capability needs.
  • Develop and/or maintain a risk register for every SPB project as directed. Risk register(s) will be updated and provided monthly and include proposed risk mitigation efforts for any high risk rated items.
  • Collaborate with DoD MPE EA financial and resource management teams to support capability funding determination planning activities for DoD MPE capability requests and requirements. By assessing estimated costs and funding implications the contractor ensures CNs are adequately resourced to meet mission requirements supports the development of financial instruments/forms/documents and coordinates financial staffing packages/actions.
  • Perform administrative tasks such as posting information scheduling meetings taking meeting minutes preparing after action reports and recording membership and attendance at meetings.
  • Perform an annual assessment and document update as well as periodic updates as
  • tasked of SPBs Standard Operating Procedures (SOP) and other analytic products/deliverables.

SKILLS/QUALIFICATIONS

  • Seven (7) years of relevant experience as a functional or technical expert supporting DoD-wide enterprise- level capabilities that supports joint and multinational warfighting functional information-sharing requirements
  • Demonstrated knowledge of research and analytical methodologies with the ability to adapt organize and implement such methodologies and analytic techniques such as performing qualitative and quantitative analysis.
