This position serves as the chief administrative officer for Kapiolani Community College and is responsible for the planning organizing and directing of all administrative support services required by the College. These services are carried out subject to the Chancellors approval and include but are not limited to overall management processes budgetary and financial management human resource administration procurement and property management facilities and grounds management auxiliary services campus security workplace health and safety and physical facilities planning of both repairs and maintenance and capital improvement projects.
Duties and Responsibilities
Overall Management Processes
Plans organizes directs and supervises staff in the Business Office Human Resources Facilities and Auxiliary Services and Safety & Security divisions with the assistance of unit heads; assigns job duties and responsibilities; coordinates staff development/training activities; evaluates/reviews work performance; and develops and assesses agreed upon Service Areas Outcomes (SAOs) for all units within administrative services. Manages and/or partners with other campus stakeholders to provide environmental health and safety activities for the campus
Coordinates program reviews within the above-mentioned units and assists with the development of the accreditation self-study and strategic planning processes and reports. Assumes responsibility with assistance from the Office of Institutional Effectiveness (OFIE) for managing the long-range development plan (LRDP) process finance and budgeting planning process organizational and capital improvement plans and the ongoing review/revision of college policies procedures and regulations.
Meets with College faculty staff and students University of Hawaii (UH) officers community members and representatives from other agencies to assist with the implementation of activities that require the services of the Administrative Services program or the College as a whole.
Confers with UH Officials and recommends new policies and procedures and modifications to existing procedures related to activities falling within programs supervised.
Works closely with the Colleges Executive Leadership Team (ELT) the Vice Chancellors for Administrative Services for other UH Community College campuses and the administrative offices of both UH Community College and the UH System.
Budgetary and Financial Management
Coordinates the development of budgetary plans and the preparation of the Colleges operating and capital improvements budget; provides analysis and evaluation of budgetary requests and participates directly in the formulation of recommendations.
Manages the campus-level budgeting (planning and prioritization) and spending in line with the campus Strategic Plan and accreditation standards.
Directs the preparation of legislative testimonies special reports and detailed budgetary recommendations; serves as a resource staff for testifying College and University officials.
Administers the Colleges procurement process in conjunction with the Chief Business Officer to ensure adherence to UH state and federal policies and procedures; investigates evaluates and resolves major procurement and property management problems; ensures proper and accurate inventory management and control; reviews and updates the Colleges fiscal policies and procedures in the areas of purchasing disbursing payroll cashiering accounting and property management operations.
Human Resources Management
Directs the Colleges human resources functions in conjunctions with the Chief Personnel Officer to ensure compliance with established policies regulations collective bargaining contracts etc.; oversees recruitment labor relations fringe benefits collective bargaining rules and regulations and position classifications investigates and recommends solutions to major human resources issues.
Works with the Chancellor and other Vice Chancellors to prioritize recruitments in accordance with the Colleges policies and procedures.
Meets with employees union representatives and members of the general public to discuss issues and concerns related to human resources management.
Reviews and approves human resource transactions relating to appointments performance evaluations leaves disciplinary actions etc. of staff within the Administrative Services program.
Coordinates the Colleges workers compensation and employee benefit programs.
Contract and Memorandum Review
Works with the UH General Counsels Office and others to develop contracts for campus-wide projects.
Reviews draft contracts memorandums of agreement and memorandums of understanding developed by campus units in consultation with the UH General Counsel and make recommendations for the Chancellors approval.
Facilities Maintenance and Capital Improvements
Directs the development of the repair and maintenance and capital improvement budgets for the College subject to approval of the Chancellor.
Develops and implements a preventive maintenance program to reduce the need for major repair and maintenance projects; directs and develops plans and schedules of repair and maintenance and capital improvement projects; ensures the condition of facilities are compatible with program requirements and meets all building regulations and Occupational Safety and Health Administration standards.
Develops and directs the implementation of a renewable energy and conservation program to ensure the effective production and efficient use of energy on campus.
Directs the Colleges regular maintenance program including building and grounds maintenance to ensure the campus meets all health and safety standards.
Environmental Health Safety Security and Auxiliary Services
Directs the Colleges facilities and auxiliary services operations to include vending telecommunications traffic and parking environmental health and safety and campus security; evaluates auxiliary services procedures and recommends improvements where necessary.
Directs in consultation with relevant College and community stakeholders the development and implementation of a health and safety program for the College including the College Emergency Preparedness Plan.
Directs the Colleges security program to create a safe campus for faculty staff and students. Evaluates security procedures for the prevention of theft vandalism assault etc. and recommends improvements when necessary.
Serves as the institutional liaison with the City & County of Honolulu; federal agencies; University departments; State Departments of Accounting and General Services Planning and Economic Development Budget and Finance and Land and Natural Resources; and others on matters relating to repair and maintenance and capital improvement projects.
Develops and directs the implementation of an energy conservation program to ensure the effective and efficient use of energy on campus.
Directs the operation of inventory management for physical facilities.
Assumes responsibility in partnership with the Colleges Title IX program for the implementation and compliance with federal regulations and guidelines pertaining to Clery Act Violence Against Women Act (VAWA) etc. Ensures needed services are coordinated with campus security and appropriate law enforcement personnel.
