Job Description

JOB TITLE: McKinney-Vento/Foster Resource Liaison

EXEMPT: Yes

SALARY LEVEL: Support Exempt

DEPARTMENT: Educational Services

LOCATION: Community Services

DATE APPROVED: 12/3/2024

REPORTS TO: Director of School Improvement & Program Development

TERM OF EMPLOYMENT: 12-month

SUMMARY: The McKinney-Vento Resource Liaison will oversee all aspects of the McKinney-Vento Homeless Program and will be the district point of contact for Foster students and will be the district Point of Contact for students in Foster care providing liaison support to related local and state agencies to problem-solve to best meet the needs of identified students. The liaison determines student program eligibility provides professional development and support to school personnel and mediates enrollment disputes.

JOB GOAL: To provide resources and support to homeless students/families and foster students in order to enhance learning for all students.

REQUIRED QUALIFICATIONS:

  • AA Degree or equivalent combination of education and work experience related to the position
  • Valid Drivers License
  • Computer proficiency to include use of basic software programs (Word Excel etc.)
  • Ability to communicate effectively (verbal and written); maintain confidentiality
  • Ability to work well with students parents district personnel and the general public
  • Valid Fingerprint Clearance Card

PREFERRED QUALIFICATIONS:

  • BA degree
  • Bilingual Spanish
  • Experience working with Homeless Youth populations
  • Knowledge of school district and community resources
  • Knowledge of federal regulations relative to Title I programs

Such alternatives to the above required & preferred qualifications as the Superintendent/Designee may find appropriate and acceptable

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Identify and place qualifying students under McKinney-Vento Homeless Assistance Act in an educational program
  2. Evaluate operational performance of the McKinney Vento Homeless Program review work methods and procedures develop and implement changes in work process forms workflow and/or equipment use to ensure efficient operations and compliance with state and federal policies regulations and legislation.
  3. Coordinates with local and state agencies in order to supports best interest determination meetings for students in Foster care.
  4. Train school/district personnel to identify students in homeless and foster situations through coordination activities with other entities or agencies
  5. Communicate with parents and school personnel opportunities available to those eligible for the Homeless Education Program and supports for students in Foster care.
  6. Ensure homeless families and students receive educational and all other services (i.e. transportation free/reduced lunch etc.) within eligibility.
  7. Coordinate with other inter-district departments as needed to provide required student services in a timely efficient manner including the scheduling of transportation services for identified students.
  8. Maintain a database of eligible students and monitor services to provide accurate record-keeping for district state and federal reporting
  9. Disseminate public notice of the educational rights of homeless students.
  10. Oversee the overall quality of the McKinney Vento Homeless Program service delivery by regularly analyzing relevant data and reports and implementing improved programs policies and procedures wherever possible.
  11. Mediates disputes over school selection enrollment and/or services
  12. Attend work-related workshops and conferences
  13. Other job-related duties as assigned

SKILLS KNOWLEDGE AND ABILITIES:

Skills are required to perform multiple non-technical tasks with a need to periodically upgrade skills in order to meet changing job conditions. Specific skills required to satisfactorily perform the functions of the job include: utilizing standard office equipment; and utilizing pertinent software applications.

Knowledge is required to perform basic math including calculations using fractions percents and/or ratios; understand written procedures write routine documents and speak clearly; and understand multi-step oral and written instructions. Specific knowledge required to satisfactorily perform the functions of the job includes: various position-specific information learned on-the-job.

Ability is required to schedule activities meetings and/or events; routinely gather collate and/or classify data; and use basic job-related equipment. Ability to make decisions independently within the policies and laws that apply. Flexibility is required to work with data utilizing specifically defined processes; and operate equipment using a variety of standardized methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize specific job-related working with others problem solving is required to analyze issues and create action plans. Problem solving with data requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific abilities required to satisfactorily perform the functions of the job include: being attentive to detail; communicating with diverse groups; adhering to safety practices; maintaining confidentiality; meeting deadlines and schedules; and maintaining detailed records.

RESPONSIBILITY:

Responsibilities include: working under limited supervision using standardized practices and/or methods; providing information and advising others; and operating within a defined budget. Utilization of some resources from other work units may be required to perform the jobs functions. There is a continual opportunity to significantly impact the Organizations services.

WORK ENVIRONMENT:

The usual and customary methods of performing the jobs functions require the following physical demands: occasional lifting carrying pushing and/or pulling; some stooping kneeling crouching and/or crawling; and significant fine-finger dexterity. Generally the job requires 50% sitting 25% walking and 25% standing. The job is performed in a generally clean and hazard-free environment and in varying atmospheric conditions.

EVALUATION: At least once annually in accordance with Governing Board Policy.

EFFECTIVE COLLABORATION AND COMMUNICATION: Ability to work collaboratively with peers in decision-making and work to provide assistance on major issues in the organization regardless of whether the carrying out the decision is in ones division. Effective communication and positive interaction with community staff parents and students.
