Job Description

The Early Learning Coordinator works closely with the Program Director to support and direct early education resources and ensure that the program meets grant requirements. This position will provide individual and group support to individuals who are starting or growing their early learning program and assist them in setting up apprenticeship programs. They will focus on building and strengthening partnerships with the early learning community and community partners to identify navigate and develop solutions to address barriers in opening and/or expanding early learning programs with the goal of increasing the number of successful early learning programs in the region.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge skill and/or ability required.
EDUCATION and/or EXPERIENCE

  • Bachelors Degree preferably in Early Childhood Education or related field and /or Step 10 on the Oregon Registry Online (ORO) or ability to obtain within a year of hire.
  • Five or more years of experience in an early childhood program.
  • Two years of experience owning and operating a business or experience successfully coaching/consulting for
    businesses/individuals focused on business practices.
  • Equivalent combination of education and experience may be considered.
    CERTIFICATES LICENSES REGISTRATIONS
  • Driver qualifications are required for this position. Valid driver license insured vehicle available for use on the job and a satisfactory drive record for the previous three years are required.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • Successful registration with the Central Background Registry of the Child Care Division.
  • Candidate must pass pre-employment and random drug/alcohol screenings.
    KNOWLEDGE SKILLS AND ABILITIES
  • Knowledge of business operations and administration.
  • Ability to use equipment necessary to carry out job responsibilities such as but not limited to computer and virtual training software such as Zoom and PowerPoint early childhood management software Google Sheets and more.
  • Ability to plan organize and effectively manage time.
  • Ability to build collaborative partnerships with stakeholders and provide services that are culturally competent and appropriate to the needs of the target audience.
  • Ability to communicate formally and informally with a wide range of contacts and demonstrate empathy and
    friendliness in dealing with people under stressful conditions either by phone through video or in person.
  • Ability to navigate building and zoning codes to support educators in assessing readiness for licensing.
  • Ability to create ongoing trusting relationships with early education programs to develop the most conducive
    environment for learning and reflection.
  • Ability to implement effective techniques for adult learning.


ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive. Employee will also perform other reasonably related business duties as assigned by immediate supervisor and other management as required.

  • Fosters existing Child Care Resource & Referral (CCRR) Program partnerships by maintaining healthy communication with partners sharing information and attending applicable meetings and trainings.
  • Ensures that needs of early learning educators and partners are being identified and supported.
  • Explores and develops new partnerships and opportunities for early learning.
  • Makes connections with external businesses and programs that are interested in funding or working with early learning programs with the goal of expanding early learning services and removing barriers for early learning educators.
  • Provides potential partners with information about the CCRR Program and its services. Identifies issues and barriers within the early learning systems and recommends ways to remove barriers and create opportunities for early learning educators.
  • Oversees operations of the Yamhill office to ensure efficiency. Includes ordering needed supplies and coordinating necessary maintenance and vendors to keep operations running smoothly.
  • Monitors and develops strategies to ensure that grant requirements for Yamhill County and the program as a whole are met. Schedules monthly check-in meetings for Yamhill office staff. Sends updates as needed.
  • Ensures service delivery model and procedures are sensitive to and appropriate for people of diverse ethnic and cultural backgrounds. Manages informational events by facilitating and planning outreach events workshops and scheduling informational sessions. Acts as the point of contact for the day of the event.
  • Coordinates the development of program publications and newsletters that promote outreach and education.
  • Recruits and supports onboarding of family childcare providers and childcare centers to participate in CCR&R services business supports and resources.
  • Develops resources to support programs in navigating building and zoning codes to support educators in assessing readiness for licensing. Provides training and technical assistance focused on but not limited to best business practices inclusionary practices trauma informed practices screening and assessment educational planning dual language learners equity ad family engagement (in person and/or virtually).
  • Seeks out knowledge of local and statewide financial resources available to small businesses and guides early learning programs to these resources and through the application process. Assists businesses in completing the apprenticeship application process ensuring complete paperwork for compliance.
  • Assists Early Learning Manager with apprenticeship recruitment and administration with a focus on training agent programs.
  • Collects and maintains data required for grant reporting.
  • Supports intentional quality improvement in early learning programs.

WORK ENVIRONMENT

  • Indoor office work environment with frequent interruptions and demands.
  • Working with coworkers/clients over the phone using video conferencing tools and in-person.
  • Occasional noise and distractions in work spaces.
  • Ability to work outside of normal business hours including evenings and weekends as required.
