Job Description

Main Responsibilities

 Research analysis and drafting

  • Help draft sections of the OECDs flagship Tax Administration Series (TAS) annual publication including analysing survey data to identify trends as well as areas where there are significant differences between administration performance; engage with administrations on country examples to help support the analysis; and develop materials to promote the TAS and support its use;
  • Support the maintenance and improvement the International Survey on Revenue Administration (ISORA) including through engagement with the ISORA partners (ADB CIAT IMF and IOTA) as well as through outreach and engagement with tax administrations to support completion of the ISORA survey;
  • Undertake and communicate analysis of trends in the digitalisation and digital transformation of tax administrations;
  • Draft and give input into ad hoc reports briefing documents presentations and other documents covering tax administration topics including in preparation for the annual FTA Plenary meeting; and
  • Undertake research and analysis as required on topics relevant for the wider work of the FTA and CTPA.

Co-ordination liaison and representation

  • Provide the Secretariat support for the work of selected informal administration-led groups helping them to obtain the most value from their virtual and in-person meetings and collaborative outputs. (These groups bring together subject matter experts in particular tax administration functions such as tax debt and risk management or in cross-cutting areas such as HR and analytics);
  • Contribute to the organisation and preparation of FTA in-person meetings in particular the annual FTA Plenary;
  • Engage with delegates on topics relevant for the work of the FTA including providing background material and facilitating engagements between administrations;
  • Liaise where necessary with other relevant CTPA Divisions to ensure co-ordination among the different areas of work; and
  • Undertake missions as required to promote and explain the work of the FTA particularly in the area of comparative analysis.

Qualifications :

Ideal Candidate profile

Academic background

  • An advanced university degree preferably in a field related to administration law economics taxation government and public sector.

Professional background

  • At least two years of experience in a tax administration government ministry or agency financial institution consultancy organisation academic or research institute or other similar organisation or business.
  • Proven experience in statistical analysis data visualization design and implementation of surveys would be an advantage.

 Core Competencies

Contract Duration
