Job Description

THE CITY OF JACKSON IS CURRENTLY ACCEPTING APPLICATIONS FOR THE FOLLOWING FULL-TIME EMPLOYMENT OPPORTUNITY: Lead Mechanic (Water Treatment Plant) Internal Only

General Summary: Responsible for the maintenance and repair activities of the City of Jacksons Water Treatment Plant. Performs all types of mechanical repairs and maintenance. Acts as lead mechanic over a group of Mechanic Relief/ Operators. Reports to and is under the supervision of the Water Treatment Plant Supervisor.

Typical Duties:

  1. In charge of and is responsible for the effective operation of the City of Jacksons Water Treatment Plant and its six remote sites.
  2. Diagnoses and makes major and minor repairs to motorized equipment including diesel and gasoline powered electric motors gear boxes process equipment and related emergency services equipment.
  3. Employs the use of preventive maintenance in accordance with applicable industry standards and assists in developing policy regarding same.
  4. Repairs mechanical equipment in City-owned buildings. Including inspections repairs and troubleshooting of mechanical problems at the water treatment plant pumping station and all related sites to the proper function of the WTP.
  5. Maintains a shop inventory of all tools equipment parts and supplies used in the performance of his/her duties. Gets information about new equipment parts and supplies to assist the supervisor in ordering these items. May also order new equipment parts or supplies for the WTP and Blackman Township.
  6. Conducts performance tests and inspections of new and newly repaired apparatus vehicles and equipment to ensure compliance with applicable standards. Submit reports and maintain detailed records of all tests repairs inventory and inspections.
  7. Make recommendations regarding apparatus and equipment design specifications construction and purchase. Assists with development of apparatus and equipment bid specifications and analysis of manufacturers bid proposals.
  8. Must be available for emergency operations which may include response to major fire incidents and natural disasters. Must also be available for emergencies in Blackman Township.
  9. Assists in developing new WTP Standard Operating Procedures updating old SOPs and maintenance guidelines for all WTP equipment.
  10. Use electrical and gas welding equipment as required to make repairs.
  11. Instruct WTP staff in the proper operation care and maintenance of WTP equipment. Works with WTP Mechanic/Relief Operators on specialized equipment.
  12. Prepares written budget recommendations based on scheduled major repairs and preventive maintenance and submits to WTP Supervisor.
  13. Operates computer terminal for data input. Creates and maintains computerized records and reports. Designs and upgrades filing systems and checklists for new equipment. Develops with the help of WTP Staff including the supervisors a Routine Maintenance program.
  14. Communicate with equipment or repair companies. Orders parts for repairs. Arranges for any warranty need for new equipment and apparatus. As necessary perform warranty repairs and bills apparatus or equipment manufacturer.
  15. May assign tasks to other WTP personnel. Checks the work of other WTP personnel in progress to ensure it is being performed safely efficiently and in accordance with applicable standards.
  16. May train supervise or participate in a variety of repair and maintenance tasks.
  17. Operates City vehicles forklifts backhoes skid steer and 20-ton crane in performance of duties.
  18. Must have or be able to obtain an F4 Certification from EGLE within two years.
  19. Will initiate discipline.
  20. Performs all other duties as assigned.

Eligibility Requirements: High school graduate or equivalent valid State of Michigan COL-A (with N endorsement) license required within 90 days from date of hire. Must maintain CDL license and good driving record while employed in this position. Must have or obtain an F4 State of Michigan EGLE water treatment license fork truck license. Must be willing to continue ones educational knowledge in water and water treatment looking for new a more efficient ways to maintain the facility. Must have at least five (5) years experience in the repair of water treatment plants or an equivalent combination of job-related education and experience. Must have thorough knowledge of pumps electronics hydraulic systems on aerial and other equipment machine shop tools equipment materials machine shop practices and welding equipment. Must have at least three (3) years of successful experience scheduling work making assignments to other employees monitoring work of other employees and ensuring the work of other employees complies with applicable maintenance standards for equipment. Must have experience preparing reports and maintaining repair documentation. Experience maintaining repair records using computerized databases or spreadsheets is preferred.

In addition to the above requirements all City positions require: the ability to read write speak and understand the English as necessary for their position; the ability to follow written and oral instructions; and the ability to get along with other employees and members of the public. City employees are also expected to possess and maintain a record of orderly law-abiding citizens sobriety integrity and loyalty as they pertain to and reflects upon their employment with the City; and must be physically and mentally able to perform the essential duties of their position without excessive absences.

A minimum of a High School education and two years of work experience are required. Must possess a valid Michigan drivers license and good driving record at the time of appointment and must maintain during employment in this classification. A minimum of one(1) year of proven experience in the operation and use of laboratory instrumentation operations in a water treatment facility or a mechanical background with the willingness to continue to learn new tasks. Any background in water treatment a water laboratory chemistry or biology are preferred. An alternative combination of education and work experience may substituted for the minimum education requirement.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions.

While performing the duties of this job the employee is frequently required to stand walk sit use hands and fingers talk and hear. The employee must be able to squat stoop kneel and climb steps. The employee will occasionally lift and/or move up to 90 pounds of material such as cast iron or steel fittings valves and actuators electric motors and pumps. The employee continuously uses hand strength to grasp tools. Specific vision abilities required by this job include close vision peripheral vision depth perception and the ability to adjust focus. The employee must also be able to enter exit and operate a variety of motor vehicles.

While performing the duties of this job the employee regularly works both indoors and outdoors in all types of weather. The employee will work near moving mechanical equipment. The noise level in the work environment is usually moderate and occasionally loud. The employee is required to work with and around chemical products such as petroleum products solvents cleaning materials process chemicals.
