Job Purpose:
The Council is committed to the highest level of customer care and service delivery the post holder will work as part of the Area Housing Team and be responsible for all rent accounting service charge and debt management duties in accordance with the Councils agreed policies and working practices delivering a first class housing service that is value for money and customer focused. 1.0
To work as part of a team dealing with all aspects of rent accounting service charges current and former tenant debt recovery. The post holder will be the principal point of contact for the tenant on rent accounting and debt related issues ensuring all tenants are given help and support in making their tenancies sustainable.
2.0 To work closely in partnership with other departments and agencies in connection with the service allowing the service to have a joined up approach.
3.0 To assist in the delivery of the team plan and local strategies.

Breakdown of tasks: 1.0 To work as part of the area housing management team dealing with rent accounting service
charges and debt management of both current and former tenant arrears whilst being directly responsible for a designated ward based patch.
1.1 To investigate and take appropriate action in relation to any breaches of tenancy conditions in relation to non-payment of rent or service charges in line with current policies procedures and housing law.
1.2 To discuss with the Team Leaders and Tenancy Support Officers as appropriate any unusual complex or sensitive cases at an early stage. Ensuring that all times vulnerable tenants are given access to support and help in sustaining their tenancies.
1.3 Adopt the Councils cant pay wont pay ethos and deal effectively with those tenants who choose not to pay whilst supporting those who tenants who cant.
1.4 To maintain regular contact with tenants who have defaulted through a variety of ways; through written correspondence personal interview home visits and telephone conversations e mail text etc.
1.5 To ensure that comprehensive up-to-date clear easily accessible written notes and documentation are maintained on individual cases and where appropriate electronic records are updated and maintained in line with Housing law requirements and that of the County Court. To maintain up-to-date statistical information as required.
1.6 To prepare and serve Notice of Seeking Possessions Notice to Quits and attend court hearings and evictions as required.
1.7 To take a pro active approach in tackling former tenant debt and other housing related debts recommending write off/on any arrears or credit balances on accounts in accordance with the Councils financial regulations.
1.8 To advise tenants on how to maximise income in order to minimise the occurrence of rent arrears.
1.9 To adopt a flexible approach to both covering and assisting the work of other team members during periods of absence and demonstrate a commitment to team working.
1.10 To assist with the training of new staff.
2.0 To work closely with other departments and agencies.
2.1 To work closely with other Council departments Revenues and Benefits Legal Services and other external agencies to ensure a joined-up approach to the service given to tenants is achieved.
2.2 To attend court case conferences panels and other meetings in connection with the service and present relevant up-to-date information so that informed decisions may be taken to resolve the situation.
3.0 To assist in the delivery of the team plan.
3.1 To contribute to discussions about the formation of the team plan.

4.0 Other duties appropriate to the role.
4.1 To undertake other duties commensurate with the grade skills knowledge and experience of the post holder.
