The New York City Department of Environmental Protection (DEP) enriches the environment and protects public health for all New Yorkers by providing high quality drinking water managing wastewater and stormwater and reducing air noise and hazardous materials pollution. To perform these critical services DEP employs nearly 6000 individuals in a variety of field and professional positions. DEP is currently seeking a dynamic individual to serve as Chief of Staff for the Bureau of Environmental Compliance.
The Bureau of Environmental Compliance (BEC) enforces the Citys Air and Noise Codes regulations that affect the health and safety of the public and environment. The Bureau has the goal of enhancing quality of life for New Yorkers by relieving neighborhoods of environmental pollutants and stressors. The Chief of Staff supports Bureaus mission by ensuring the smooth functioning of the Bureau advancing policies evaluating the Bureaus progress and coordinating critical agency projects with senior staff and City Hall. The Chief of Staff reports to the Deputy Commissioner and will work closely with Bureau and agency leadership to fulfill DEPs strategic goals.
-Provides oversight and guidance to projects of strategic importance to the agency including those that require cross-functional collaboration.
-Provides leadership and general direction to Bureau personnel in planning conducting and coordinating specific research projects.
-Participates in meetings seminars etc. on the planning and development of research projects including making policy recommendations.
-Track deliverables across the Bureau monitoring and assisting staff to achieve deadlines.
-Serves as the team leader for certain intra-bureau or multi-bureau initiatives reports on progress and tracks follow-up actions requested by the Bureau senior staff.
-Represents the Deputy Commissioner on special projects.
-Coordinates presentations sets agendas and summarizes deliverables for the Bureaus senior staff meetings.
-Scopes and manages complex projects and initiatives from inception to delivery.
-Research track and analyze policies and regulations related to the Bureaus mission and make recommendations.
-Develop and implement stakeholder strategies on policy and procedural issues.
-Advises on and/or prepares the Deputy Commissioners internal and external communications both written and spoken.
-Represents the Deputy Commissioner as required with staff other City entities and the stakeholder community at large.
-Ability to effectively analyze quantitative data and synthesize into effective presentations and memos to top management public groups and/or other stakeholders.
-Performs other related duties and functions as required.
CITY RESEARCH SCIENTIST - 21744
Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Probationary Period
Appointments to this position are subject to a minimum probationary period of one year.
