ICF is looking for an individual with open-source research analysis skills; deep knowledge of child labor forced labor human trafficking or related human rights issues in China; and ability to tailor messages to a variety of audiences and stakeholders. The research analyst will handle critical studies research special projects and support key policy areas including the Uyghur Forced Labor Prevention Act.
The research analyst will be located at the US Department of Labor (DOL) in Washington DC or fully remote. It can also be full-time or a part-time on-call position based on candidate availability and preference.
The research analyst will be responsible for conducting open-source research preparing reports on this research and developing responses to inquiries and requests from internal sources and external groups including senior management within DOL Congress other government agencies and industry groups.
Responsibilities:
The candidates responsibilities will include:
Research and Analysis: Conduct research and analyses related tochild labor forced labor human trafficking in China
Written Communication: Write high-priority and high-visibility materials such as research briefs presentations and messaging for senior DOL officials to use when communicating with federal agency counterparts journalists the public and others
Field questions develops and communicate responses toinquiries and requests from internal sources and external groups
Develop targeted messages for both public and private stakeholders on issues related to forced labor in supply chains in China and other countries
Coordinate with DOL senior management and ILABs communications specialists to ensure approval of public-facing materials on topics related to child labor forced labor and human trafficking.
Other duties as assigned
Required Experience/Skills:
Bachelors degree in social sciences public policy political science international trade
At least 2 years of experience in the following:
Experience conducting open-source research and data analysis.
Experience preparing reports on international worker rights including child labor and forced labor
Preferred Experience/Skills:
Knowledge of human rights issues related to forced labor in China especially the Xinjiang Uyghur Autonomous Region of China
Chinese language skills (reading writing and speaking)
Experience in reviewing corporate reports and financial disclosures
Professional Skills:
Superb writing including policy brief writing with an ability to tailor the tone content and form of written output to different audiences and to suit a variety of formats; ability to synthesize and simplify information and communicate it in a lively accurate and understandable manner.
Ability to think strategically creatively and to find innovative ways to respond to emerging organizational and project needs
Detail-oriented and deadline-driven with strong organizational skills
Ability to work in a dynamic environment with changing requirements and priorities
Strong cross-cultural interpersonal management and collaboration skills in highly complex structures involving multiple teams and stakeholders
Critical thinking sound problem solving and decision-making skills
Highly self-motivated and able to work independently as well as in team settings

Pay Range - There are multiple factors that are considered in determining final pay for a position including but not limited to relevant work experience skills certifications and competencies that align to the specified role geographic location education and certifications as well as contract provisions regarding labor categories that are specific to the position.
The pay range for this position based on full-time employment is:
