Job Description

POSITION TITLE: WASTEWATER SUPERINTENDENT

DEPARTMENT OF PUBLIC WORKS

USW GRADE 14

FULL-TIME (40 HOURS PER WEEK)

HIRING PAY RANGE: $101522.72 TO $112062.08 PER YEAR

POSITION OVERVIEW:

The Wastewater Treatment Superintendent is responsible for the management supervision and operation of the Towns wastewater treatment facilities and related infrastructure. This includes ensuring regulatory compliance overseeing treatment process managing staff and maintaining plant equipment and performance. The Superintendent plays a crucial role in protecting public health and the environment by ensuring the effective treatment and disposal of wastewater.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Direct the daily operations of the wastewater treatment plant pumping stations and related infrastructure in compliance with all applicable federal state and local regulations.
  • Supervise and schedule personnel; assign tasks and provide training performance evaluations and disciplinary action as needed.
  • Ensure full compliance with all DEP and EPA permit requirements including accurate monitoring reporting and documentation.
  • Prepare and manage the departments operational budget; oversee procurement of equipment materials and supplies.
  • Monitor system performance identify inefficiencies and implement process or operational improvements to ensure optimal performance.
  • Oversee laboratory testing activities and interpret results to maintain appropriate treatment levels and regulatory compliance.
  • Develop implement and update standard operating procedures and emergency response protocols.
  • Develop and recommend updates to policies and town ordinances related to sewer systems and wastewater management.
  • Attend trainings to stay current with regulatory changes and best practices in wastewater treatment; recommend and implement operational improvements accordingly.
  • Assist in identifying and applying for grant funding to support wastewater infrastructure improvements and capital projects.
  • Coordinate with engineers contractors and regulatory agencies on facility upgrades capital projects and inspections.
  • Collaborate with the DPW Director and Community & Economic Development (CED) Director to support property owners and developers with system connection requirements.
  • Maintain comprehensive and accurate records of plant operations maintenance activities and compliance documentation.
  • Respond to system alarms operational emergencies and weather-related incidents as needed including during evenings weekends and holidays.

KNOWLEDGE SKILLS AND ABILITIES:

  • Strong knowledge of wastewater treatment processes equipment and maintenance practices.
  • In-depth understanding of environmental regulations and permit compliance requirements.
  • Excellent supervisory communication and problem-solving skills.
  • Ability to manage budgets write reports and interface effectively with regulatory agencies and the public.



EXPERIENCE AND TRAINING:

  • High School Diploma or GED required associate or bachelors degree in environmental science engineering or related field preferred.
  • Minimum 5-7 years of progressively responsible experience in wastewater treatment operations including supervisory experience.
  • Must be available for emergency response and after-hours supervision.

LICENSES AND CERTIFICATIONS:

  • Valid Massachusetts Drivers license; CDL preferred
  • Massachusetts Grade 6 Wastewater Treatment Operator License required.



PHYISCAL REQUIREMENTS:

  • Work is performed both in an office and in the field under varying weather conditions.
  • Must be able to lift up to 50 pounds and perform manual labor as needed.
  • Exposure to hazardous chemicals confined spaces and loud equipment may occur.
  • On-call availability required for emergencies.
