Assistant Field Officer

Organizational Setting and Work Relationships
The Assistant Field Officer is normally supervised by the Senior Field Coordinator or Field Officer or Head of Sub-Office/Field Office depending on the structure of the Office. S/he may receive indirect guidance from other sections and units relevant to the country/regional programme(s). UNHCR Manual programme and protection objectives Operations Plans UN and UNHCR financial/budgetary rules and regulations will guide the work of the incumbent.
The incumbent does not normally have any direct supervisory role. S/he has daily contacts with staff in the various field offices and with the functional units at the Country/Regional Office. S/he also has close liaison with a range of local civilian and military authorities and counterparts in NGOs and UN agencies to discuss matters of common interest.

All UNHCR staff members are accountable to perform their duties as reflected in their job description. They do so within their delegated authorities in line with the regulatory framework of UNHCR which includes the UN Charter UN Staff Regulations and Rules UNHCR Policies and Administrative Instructions as well as relevant accountability frameworks. In addition staff members are required to discharge their responsibilities in a manner consistent with the core functional cross-functional and managerial competencies and UNHCRs core values of professionalism integrity and respect for diversity.

Duties
- Assess the needs of persons of concern in the AoR and formulate project submissions in collaboration with district authorities and implementing partners.
- Promote and monitor the implementation of assistance projects.
- Report regularly on rate of flow of new arrivals and estimate expected influx based on interviews with persons of concern.
- In co-ordination with implementing partners assist with the reception registration and provision of assistance to persons of concern to UNHCR.
- Keep track of cases of detention; register applicants for voluntary repatriation and family reunion.
- Assist in the preparation of monthly sectoral reports and submit material for preparation of periodic project monitoring reports and year-end reports.
- Submit recommendation for protection interventions to the designated officer.
- Negotiate with local authority counterparts partners and populations of concern.

- Support the identification and management of risks and seek to seize opportunities impacting objectives in the area of responsibility. Ensure decision making in risk based in the functional area of work. Raise risks issues and concerns to a supervisor or to relevant functional colleague(s).
- Perform other related duties as required.

Desired Candidate Profile

The desired candidate should possess:
-At least two years of proven leadership and management experience in the field office settings and team-based environments with direct responsibility for operational and field coordination activities.
-Political and organizational awareness and ability to identify and understand local dynamics.
-Demonstrated experience working in field-based roles with regular engagement with local authorities municipalities and refugee communities. Proven experience in the negotiation conclusion and renewal of Memoranda of Cooperation (MoCs) with municipal authorities.
-At least two years of experience in coordinating livelihoods and employability programmes through implementing partners and private sector actors including the establishment of non-financial partnerships to support refugee integration.
-Strong understanding of UNHCRs protection and solutions mandate including community-based protection and durable solutions.
-Demonstrated ability to coordinate field monitoring and reporting and to ensure timely and accurate information flow to inform strategic planning.
-Experience in managing NFI response at field level with local authorities operational partners community centres and refugee-led organizations.
-Experience in monitoring legal and bureaucratic barriers to access to rights and contributing to evidence-based advocacy.
-Familiarity with education inclusion strategies and experience in organizing awareness-raising activities.
-Proven ability to coordinate and mobilize partners and local authorities in organizing community events that promote peaceful coexistence.
-Excellent interpersonal and communication skills with the ability to build and maintain effective working relationships with a wide range of stakeholders and private sector.
-Willingness and ability to spend significant time in the field and ability to maintain a strong field presence even remotely building networks with key stakeholders.
-Ability to manage and allocate resources adequately and to reallocate resources as required as the field situation evolves.

This position is of roving nature and desired candidate would be excepted to be on extended missions regularly within mainland field locations in Greece (including Crete) as required.

This is a National Professional Officer position. National Professional Officers should be of the nationality of the country where the office concerned is located.

Given the importance of this position in the Greek operation the successful candidate must speak and write Greek at mother tongue standard.

Currently some 142000 asylum-seekers and refugees are hosted in Greece. In 2024 some 62000 people arrived either by sea or land. UNHCR provides expert advice to the State and evidence-based information that helps inform programmes and policies for asylum-seekers and refugees. Access to international protection identifying durable solutions and support to vulnerable asylum-seekers and refugees such as unaccompanied children and survivors of gender-based violence are UNHCRs key also works with national and local authorities the private sector civil society and refugee communities to advance protection solutions and inclusion develop support networks and create employability and training opportunities for refugees. The Office retains a readiness to respond to emergencies and new arrivals with a focus on immediate support to the most vulnerable. UNHCR Greece plays a strong advocacy role since continued support is needed particularly from EU countries and EU institutions in providing immediate protection to those most at-risk through sufficient resources ensuring capacity in the country and responsibility-sharing. UNHCR will continue to assist Greek authorities in responding to both short and long-term challenges.

Under the supervision of the Deputy Representative the Assistant Field Officer (NOA) will serve as the field coordinator for mainland Greece overseeing field operations across a wide geographical area of central north and southern Greece as well as Crete.

The incumbent will directly supervise a small field team based in Athens one project staff based in Thessaloniki and the Field Unit in Evros by providing operational leadership for field activities protection monitoring and community engagement in urban and within government-run temporary accommodation facilities (CFTAAS).

The Assistant Field Officer will be responsible for the planning implementation and monitoring of field and protection activities within the CFTAAS ensuring alignment with UNHCRs operational priorities and protection standards.

The incumbent will support the delivery of integration and livelihoods programming in close collaboration with municipalities private sector and other stakeholders and will lead the organization of various integration events such as job fairs career days and awareness-raising activities.

The position requires regular outreach and liaison with local and central authorities refugee communities implementing and operational partners as well as the private sector. It also demands the ability to assess and filter issues information and challenges arising at the field level exercising sound and timely judgment to determine which matters can be resolved independently and which require referral or escalation to senior management.

The incumbent will also be coordinating management of non-food item (NFI) responses working closely with local and central authorities relevant focal points in the Ministry of Migration and Asylum RIS managers at field level operational partners and refugee-led organizations. Internally the incumbent will coordinate with Programme and Supply colleagues in line with established SOP on NFI management.

The Assistant Field Officer will also contribute to the monitoring of legal and bureaucratic obstacles that hinder access to rights for refugees and asylum-seekers based on inputs collected from different humanitarian actors and affected individuals and will support evidence-based advocacy at both local and central levels.

The incumbent will play a key role in promoting the inclusion of refugee children in public education through targeted awareness-raising activities and information sessions in schools engaging both students and educators.

Furthermore the Assistant Field Officer will lead the coordination and mobilization of implementing and operational partners including local authorities in organizing seminars cultural events and other activities that promote peaceful coexistence and social cohesion.

The incumbent will represent UNHCR at the field level and ensure the effective coordination of activities in line with operational priorities and UNHCRs protection and solutions mandate. The Assistant Field Officer is expected to propose initiatives in order to improve the situation of refugees and asylum-seekers and will work closely with the Country Office in Athens and receive thematic guidance from senior staff and support units on Programme Protection Durable Solutions External Relations Administration and Supply.

Athens is the capital and largest city of Greece. Athens is a family duty station classified as H by ICSC. Public Transportation and medical facilities are well-developed and easily accessible. The educational institutions at all levels as well as international schools are available. The climate can be described as Mediterranean with hot and dry summers and cool and mild winters.

In accordance with UNDSS security risk assessment the whole Greek operation is classified as Security Level 2 (low). Security Clearance is required for travelling in the country.
