Job Description

Position summary

The Managing Directors Office has responsibility for managing high priority initiatives that cut across multiple agencies and affect the lives of tens of thousands of the Citys most vulnerable residents. The Zero Fare Operations & Data Coordinator will serve as a key team member for the Zero Fare pilot program a 2-year pilot program that provides free all system SEPTA transit passes to Philadelphia residents with low income.  

The Zero Fare Operations and Data Coordinator reports to the Zero Fare Operations Manager with strong collaborators in the Office of Transportation and Infrastructure Systems (OTIS) Health and Human Services (HHS) Office of Community Empowerment and Opportunity (CEO) and external partners including SEPTA and community-based organizations. The Zero Fare Operations and Data Coordinator will support the Zero Fare Operations Manager with the day-to-day operations of the program including customer service enrollment management outreach and fulfillment. The Zero Fare Operations and Data Coordinator will also assist the Research and Policy Manager in managing data requests and supporting program evaluation analysis and documentation.

Essential functions

  • Support the day-to-day operations of the Zero Fare Program including enrollment management tracking of usage customer service support and fulfillment of cards.
  • Assisting with the processing and analysis of program data to support program operations including those activities noted above.
  • Support program evaluation and reporting activities as needed including the development of program reporting materials.
  • Develop program outreach and communication strategies in coordination with the communications leads in various departments including MDO and the Mayors Office.
  • Research opportunities to improve program design process and performance and further align the pilot with its programmatic goals and connections to other anti-poverty programs.
  • Other duties as assigned.

Qualifications :

  • Completion of a bachelors degree program at an accredited college or university with course work in public policy data analytics urban studies social work/social policy other social science and/or other relevant fields OR commensurate experience.
  • At least three years of experience working with economically disadvantaged communities benefits programs or direct service and at least one year of experience in multi-stakeholder engagement and collaboration.
  • Experience working on operations and data processing tasks with a background in Excel at minimum and ideally some experience using R or some other data processing software.
