We are seeking a proactive and detail-oriented HR Managerto lead human resource operations across our construction sites in Arizona and California. This role requires strong regional HR compliance knowledge workforce planning capabilities and the ability to manage HR systems that support site operations. In addition to core HR functions this role will lead coordination and implementation of Learning & Development programs including safety craft and leadership training initiatives that contribute to employee growth and operational success. As a subcontractor in the AEC industry this role also demands familiarity with field-based workforce structures and the ability to support labor mobilization across diverse project types.
ROLE AND RESPONSIBILITIES
Workforce Planning & Talent Acquisition
Manage full-cycle recruiting and onboarding for field staff and supervisory roles in AZ and CA.
Partner with project managers and site supervisors to forecast labor needs.
Maintain candidate pipelines and improve time-to-fill metrics aligned with project timelines.
Source and onboard skilled trades and craft labor in alignment with project scopes and site mobilization schedules
HR Administration & Development
Execute daily HR tasks including candidate communications new hire paperwork I-9 verification
and employee record management.
Manage training schedules track compliance documentation and maintain HRIS systems across
CA and AZ sites.
Conduct onboarding for new hires ensuring alignment with site-specific protocols and regulatory
standards.
Multi-State Compliance & Risk Management
Ensure compliance with federal California (e.g. Cal/OSHA AB5) and Arizona (e.g. E-Verify AZ
Industrial Commission) labor laws.
Track employee certifications licenses and safety training completion to prevent lapses.
Lead internal audits and ensure 100% readiness for external inspections.
Employee Lifecycle & Retention
Oversee onboarding performance management and offboarding programs.
Drive improvements to 90-day retention and annual review completion.
Provide HR coaching and support to field leaders and admin personnel.
Learning & Development (L&D) Coordination
Coordinate scheduling and tracking of mandatory safety training across all sites.
Support implementation of craft skills training programs in partnership with operations or external providers.
Assist in the rollout of leadership development programs for foremen superintendents and project managers.
Maintain training records in alignment with compliance and internal standards.
Track completion rates and evaluate effectiveness of L&D programs.
QUALIFICATIONS AND EXPERIENCE
Qualifications Required
Bachelors Degree in Human Resources Business Administration or related field (required).
Minimum 5 years of HR experience including multi-site or multi-state responsibilities.
Working knowledge of labor and employment laws in AZ and CA.
Experience supporting or coordinating workforce training and development initiatives.
Ability to travel (3040%) to job sites in Arizona and California.
Proficiency with HRIS platforms applicant tracking and training record systems.
Industry experience in construction or field-based environments.
Preferred
PHR SHRM-CP or similar HR certification.
Industry experience in construction or field-based environments.
Familiarity with union and non-union workforce structures.
Bilingual in English and Spanish.
