Job Duties

This position will serve as a critical leader for the Virginia Department of Education as the Deputy Superintendent of Innovation Student Pathways & Opportunities in the Division of Academics & Innovation.


The top priority is to lead a bold results-oriented vision for modernizing education while maintaining accountability academic rigor and effective use of taxpayer resources to deliver on the Board of Educations promise for every high school graduate to be ready for work and lifelong learning and align the agencys innovation workforce development and advanced learning initiatives with the states economic priorities emphasizing opportunity upward mobility and local empowerment.

  • Oversight of the Office of Innovation: Oversee development of innovation policies standards & programs to help students and educators understand and use emerging ed tech AI data science and computer science to prepare students for 21st century jobs without compromising core academic fundamentals. Promote and expand new and redesigned school models that increase public options for families reduce bureaucratic barriers and deliver measurable results. This includes helping divisions rethink empty and excess school space with small learning communities or schools within schools and the development of innovative school models that utilize personalized learning seat time flexibility and student engagement. Support flexible learning models and learning networks with competency-based education micro-credentialing and alternatives to traditional seat-time. Champion practical scalable innovations that provide more freedom for local educators and eliminate access barriers for families (eg. Transportation Modernization Network to embrace new transportation flexibilities passed by the General Assembly and adopted by the Board of Education to expand transportation options to reach more families and improve access to learning opportunities).
  • Oversight of the Office of Student Pathways and Opportunities: Support the Departments work in postsecondary pathways to college career training and the military. Expand access to career-ready pathways including trades skilled professions youth apprenticeships and military-readiness programs. Collaborate on work-based learning and early college initiatives across the agency and with other relevant agencies and partners. Strengthen partnerships with private-sector employers trade associations and community colleges to align education with real-world demand. Administer market and grow tax credit scholarship programs and neighborhood assistance grant opportunities that give parents of low-income students and students with disabilities additional learning options. Ensure state initiatives empower students with practical high-value skills while holding programs accountable for performance.
  • For the Office of Advanced Learning: Strengthen advanced coursework in middle school to support academic acceleration and identify gifted learners early. Expand college credit opportunities in high school including dual enrollment AP IB Cambridge and other early college opportunities. Support the growth of access to advanced coursework as well as developing a system of supports for student success and new pathways for educators to credential or badge with endorsements to teach more rigorous coursework. Promote academic excellence and upward mobility by ensuring these programs remain rigorous outcomes-focused and accessible for all students who are ready. Partner with other state agencies to improve transferability and access to Virginia public and private institutions of higher education.


Additionally this position will create connections among multiple offices and divisions to implement overarching high school redesign and career pathways initiatives in collaboration with local school divisions workforce development professionals and Institutions of Higher Education. The position workflow will include an ongoing assessment of data evaluation and presentation of a trajectory of learning and related issues present for the Commonwealths students including accelerated learning compilation of educational and student pathways and outcomes ROI of innovative effective approaches and development of other strategic planning as directed. This Deputy will work in close partnership with the Deputy Superintendent of Student Outcomes and School Quality Executive Director of the Office of School Performance and Executive Director of Excellence and Best Practices.

Pursuant to Sections 2.2-3114 and 2.2-3115 of the Code of Virginia the position of Innovation Student Pathways and Opportunities has been designated to file by the Code of Virginia an annual Statement of Economic Interests form.

Minimum Qualifications

  • Knowledge of local state and national trends practices and policies relative to the use of data and technology in education
  • Knowledge of innovative practices and school redesign in the areas of personalized learning early college career and project based learning and flexible seat time innovations to support new models. Ideally at a national or statewide scale.
  • Knowledge of Virginias 3E Readiness Framework and the foundational principles thereof.
  • Must possess extensive interest and experience in K-12 or K-16 learning models grounded in innovation career technical and college pathways re-imagining high school and personalized learning strategies.
  • Familiarity with workforce related programs and the ability to collaborate with career-and-technical education providers workforce experts and policy experts;
  • General knowledge of and capacity to manage the application of ed technologies in K-12 teaching learning assessment and technology including AI.
  • Demonstrated ability for visionary and strategic thinking novel solutions and exemplary analytical abilities.
  • Proven experience grounded in student-centered solutions and forward-thinking projects and initiatives.
  • Ability to manage large scale systems-change initiatives including program design implementation evaluation and data-driven continual improvement.
  • Strong project-management skills and strong time management skills with the ability to manage multiple tasks simultaneously and meet tight deadlines.
  • Demonstrated interpersonal and organizational skills with strong receptivity to team partnership and collaboration.
  • Must have excellent communication skills both oral and written with complex information clearly to various audiences and the ability to foster positive working relationships.
  • Ability to supervise inspire and evaluate staff.
  • Ability to establish budgets and monitor federal and state funding investments that align to best practices capture student outcomes and effectiveness establish deliverables and metrics for all funds distributed by the agency and capture exemplar proof points.
  • Strong computer skills including Microsoft Office Word PowerPoint Excel and Access as well as rapid communication tools

Additional Considerations

  • Experience in public education military or workforce development business administration at the management or executive level;
  • An advanced college degree in Education Public Administration/Supervision Education Leadership Business Administration or a related field preferred. Years of professional work experience outside of education will also be considered especially workforce development or military.
  • Experience in strategic and innovative collaboration including leading large-scale initiatives.
  • Experience with establishing and maintaining cross-sector partnerships such as collaboration with business/industry military postsecondary institutions and/or community organizations.
  • Experience in budget allocation and management leadership and management/evaluation of staff.
  • Experience in performance-based leadership and systems-change administration.
  • Graduation from an accredited college/university with studies related to the job description or an equivalent combination of education and direct working experience.
