Job Description

We are looking for an ICT Project Manager to help us on our journey. Our forward-thinking Project Management Office (PMO) is preparing to deliver transformative ICT systems processes and infrastructure for our team.

In this role you will lead the delivery of complex ICT projects and leverage your comprehensive understanding of Australian Government ICT security frameworks compliance and governance as well as strong stakeholder engagement skills and ability to communicate ICT impacts to non-technical audiences. You have expertise in managing project funding budgets and risk ensuring strategic alignment with organisational objectives and a proactive mindset curious adaptable and committed to professional growth and high-quality advisory support.

Requirements

Key duties and responsibilities

  • You will bring prior experience establishing Azure infrastructure and implementing M365 suite of products.
  • Lead the technical delivery of a cloud-based network managing third-party vendors and ensuring alignment with governance frameworks and organisational goals.
  • Oversee project scope schedules budgets and risk providing high-quality reports to support robust project governance.
  • Provide expert advice on ICT procurement events ensuring technical specifications meet government standards for vendor selection and contract management.
  • Identify and mitigate risks conducting thorough risk assessments and implementing controls to ensure compliance with legislative frameworks.
  • Foster cross-agency relationships collaborating with IT colleagues in Australian Government departments to ensure security compliance and fit-for-purpose solutions.
  • Ensure quality assurance validating technical deliverables from vendors and consultants to align with government standards and objectives.
  • Communicate complex IT impacts clearly to diverse stakeholders bridging technical concepts with non-technical audiences.
  • Drive innovation identifying opportunities for process improvement and fostering a commitment to continuous business enhancement across the agency.
  • Lead strategic IT initiatives ensuring projects contribute to the broader transformation and growth of the Authority.
  • AGSVA Security Clearance to at least Baseline level.

Technical skills

To be eligible for this position you must: be an Australian citizen baseline Security Clearance satisfactory Pre-employment Check.

About the organisation

The Australian Government is planning a future high-speed rail network to connect Brisbane Sydney Canberra Melbourne and regional communities across the east coast. High speed rail is a once-in-a-century opportunity to transform how Australians live work and connect. The first stage of the project will connect Sydney to Newcastle on a dedicated new railway line with new world-class trains capable of travelling up to 320km/hr. High speed rail anchor stations would be built in central Newcastle on the Central Coast and in central Sydney. The High Speed Rail Authority is an independent corporate Commonwealth entity and is tasked with developing this important national network. Criteria

The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters.

Essential criteria

1. Financial management: Level 4 (SFIA)

Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process service project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making.

2. Organisational change management: Level 5 (SFIA)

Develops the change management approach and a change management plan in collaboration with sponsors users and project teams. Creates and implements action plans to ensure everything is ready for the change before going live. Acquires change management resources and develops their capabilities to deliver the required changes. Gathers feedback to allow timely improvements to the change management plan and approach. Assesses risks and takes preventative action. Develops and communicates tailored change management plans for senior stakeholder groups. Provides guidance and makes suggestions to support change sponsors.

3. Project management: Level 5 (SFIA)

Takes full responsibility for the definition approach facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost timescale and resource budgets and are formally accepted by appropriate stakeholders. Monitors costs times quality and resources used and takes action where performance deviates from agreed tolerances.

4. Requirements definition and management: Level 4 (SFIA)

Defines and manages scoping requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines obtains formal agreement to requirements and ensures traceability to source.

5. Stakeholder relationship management: Level 5 (SFIA)

Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information.

Desirable criteria

1. Performance management: Level 4 (SFIA)

Provides operational direction support and guidance to assigned colleagues. Allocates routine tasks or project work in line with team objectives and individual capabilities. Monitors quality and performance against agreed criteria to make learning recommendations or to escalate concerns. Coaches colleagues in developing target skills and capabilities in line with team and personal goals. Facilitates effective working relationships between team members.

Experience leading multi-disciplinary teams that follow agile and user-centred design practices 4. Experience working on large Government transformation programs highly regarded Desirable criteria 1. Knowledge, experience of, and relationships with the agriculture technology industry 2. Delivery of technology to support regulatory decision-making processes 3. Experience delivering to the Australian Government Digital Service Standard
