Job Description

The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.

ACS Nicholas Scoppetta Childrens Center (NSCC) is a 24-hour shift-based operation providing services for New York Citys highly vulnerable population of abused and/or neglected children who have been removed from their parents/caregivers. On average the Childrens Center serves approximately 2500 unique children entering or re-entering the foster care system as they await transition to return home stay with kin or placement in longer-term foster care settings.

Within NSCC the Childrens Center Business Operations Office works closely with all ACS divisions to collaborate on initiatives to enhance the Childrens Centers personnel and operational needs. This includes overseeing programmatic needs procurement projects and reinforcing administrative uniformity. The office also plays a key role in the Childrens Center Human Resources actions including hiring new staff addressing disciplinary actions and equal employment opportunity (EEO) inquires and expediting personnel processes. Additionally the office facilitates staff training professional development and staff engagement.

The Childrens Center Business Operations Office is seeking a Procurement Specialist who will provide budgetary support to the Assistant Commissioner of Business Operations to assure fiscal responsibility as well as working closely with internal departments to understand their procurement needs and provide support throughout the purchasing process while analyzing costs identifying savings opportunities implementing strategies to reduce expenses without compromising quality. Based on organizational needs the Procurement Specialist will prepare required documents for purchase orders monitor inventory levels and manage digital requisitions. This role involves strategic sourcing vendor management and collaboration with various departments to optimize procurement practices providing monthly reports on spending needs trends gaps and resource planning as well as financial support and coordination for the Office.

The duties and responsibilities of the Procurement Specialist will include but will not be limited to:

- Coordinate the budgeting and spending of funds through the ACS Small purchasing System while working directly with fiscal departments at ACS and external partners in the Community

- Support the budgeting and spending of all resources toward the visioning planning feedback and buy-in activities of the Center from work plan development through complete implementation of deliverables

- Provide hands-on budgetary support in creating managing and tracking NSCC OTPS micro-purchases

- Research and vet contracted vendors along with certifying invoices and assuring payments are received

- Prepare monthly reports on OTPS and personnel spending including updating all agency-required spreadsheets

- Provide day-to-day fiscal support to the Business Operations Office Development

- Research and engage vendors to render services in connection with the community and the NSCC

- Support the timely meeting of deliverables as well as any additional meetings and trainings as indicated

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
